Role Overview:

The role will be responsible for monitoring and analysing market activity to identify potential signs of market abuse or manipulation, ensuring adherence to regulatory requirements and internal policies. The role will lead investigations, strengthen surveillance controls and provide advisory support to the business and Compliance teams on market surveillance and market abuse risks.

Key Responsibilities:

- Continuously monitor market activities, including order flows, prices, trading volumes and communications, to identify potential irregularities and instances of market misconduct.

- Conduct in-depth investigations into potential market manipulation, insider trading and other forms of market abuse, gathering evidence and assessing associated risks.

- Provide subject matter expertise and business support for projects relating to the Bank's Market Surveillance framework.

- Support regulatory queries, internal and external audits, reviews and information requests relating to market surveillance.

- Prepare accurate and timely reports and management information on surveillance activities, investigations, incidents, trends and emerging risks.

- Design, implement and strengthen surveillance controls in line with the Bank's control framework, policies and regulatory requirements.

- Support the ongoing enhancement of the control environment, with a focus on data quality, surveillance effectiveness, model performance and operational efficiency.

- Partner with Compliance, Front Office, Risk, Technology, Operations and other stakeholders to identify and mitigate market abuse risks.

- Provide advisory guidance on surveillance risk typologies, emerging market abuse risks and appropriate surveillance coverage.

Vice President - Expectations:

- Contribute to and influence the strategy for the Bank's Market Surveillance function, identifying opportunities for enhancement and driving requirements for change.

- Act as a Subject Matter Expert (SME) for Fixed Income surveillance and market abuse risks, providing guidance on complex issues and investigations.

- Advise senior stakeholders and functional leadership on market surveillance, regulatory and control-related matters.

- Lead and contribute to strategic and multi-year initiatives involving surveillance transformation, analytics, data and technology.

- Identify, assess and mitigate risks while strengthening the overall control and governance framework.

- Demonstrate strong accountability for the effectiveness of surveillance controls and the quality of outcomes delivered by the function.

- Develop innovative solutions to complex problems through sophisticated analytical and interpretative thinking.

- Leverage data, analytics and research to identify emerging risks and improve surveillance strategies.

- Build and maintain strong relationships with internal and external stakeholders, using influencing and negotiation skills to drive outcomes.

- Coach and mentor junior team members and contribute to building specialist capability within the Market Surveillance function.

- Drive continuous improvement in surveillance processes, controls, technology and operating models.

Ideal Candidate Profile:

- Proven experience in Market Surveillance / Trade Surveillance, preferably within a leading global bank or financial institution.

- Strong understanding of market abuse risks, surveillance risk typologies and associated controls, particularly across Fixed Income markets.

- Deep expertise in Fixed Income products and related derivatives.

- Strong understanding of Global Markets, including asset classes, trading platforms and execution venues.

- Experience in implementing, enhancing and maintaining a Markets Surveillance programme, including contribution to market abuse risk assessments.

- Strong understanding of how market abuse risks manifest across trading activity, transaction flows, order data and market behaviour.

- Good understanding of data analytics and technology-enabled surveillance and their application in enhancing surveillance strategies.

- Detailed knowledge of applicable global and regional regulations governing market surveillance and market abuse, including MiFID II, MAR and other relevant regulatory frameworks.

- Strong understanding of the broader Compliance function and its interaction with Front Office, Risk, Operations, Technology and other control functions.

- Excellent analytical, investigative, problem-solving and decision-making skills.

- Strong stakeholder management and communication skills, with the ability to influence senior stakeholders.
