HR Manager - HR Operations, Talent Acquisition & Cross-Border Compliance (India & Saudi Arabia)
Job Summary:
We are seeking an experienced and strategic HR professional to lead HR Operations and Talent Acquisition across India and Saudi Arabia.
The role requires a strong blend of recruitment expertise, HR operations excellence, labor law compliance, employee relations, and policy management.
The ideal candidate will bring 15+ years of progressive HR experience, with proven capability in managing cross-border HR operations, scaling teams, and supporting business growth in dynamic environments.
The candidate should also have experience working closely with attorneys/legal counsels on HR policy drafting, employment contracts, disciplinary matters, compliance frameworks, and labor law-related documentation across multiple jurisdictions.
Key Responsibilities:
Talent Acquisition & Workforce Planning
- Manage the end-to-end recruitment lifecycle including sourcing, screening, interviewing, offer management, and onboarding
- Partner with business leaders and hiring managers to understand workforce planning and hiring requirements
- Develop and execute effective sourcing strategies through job portals, referrals, social media, and recruitment networks
- Lead hiring initiatives across India and Saudi Arabia, including high-volume and niche hiring
- Ensure a seamless and positive candidate experience throughout the recruitment process
- Track and analyze recruitment metrics such as time-to-hire, cost-per-hire, and quality of hire
HR Operations & Employee Lifecycle Management
- Oversee complete employee lifecycle processes including onboarding, confirmations, transfers, promotions, and exits
- Manage employee records, HR documentation, attendance, leave management, and payroll coordination
- Maintain HRIS systems and ensure employee data accuracy and confidentiality
- Support audits and maintain audit-ready HR records and documentation
- Streamline HR processes to improve operational efficiency and scalability
Compliance & Labor Law Management
- Ensure compliance with Indian labor laws and Saudi labor regulations including Saudization, Iqama, GOSI, visa, and work permit requirements
- Coordinate with PROs and external agencies for employee documentation, visas, and expatriate workforce management
- Work closely with attorneys and legal counsels on HR policy drafting, employment agreements, disciplinary procedures, compliance matters, investigations, and labor law documentation
- Maintain and update HR policies, SOPs, employee handbooks, and compliance frameworks across regions
- Ensure adherence to internal policies, statutory regulations, and corporate governance standards
Compensation, Benefits & Performance Management
- Manage salary structures, compensation revisions, benchmarking, and benefits administration
- Oversee expatriate compensation, allowances, and per diem structures
- Drive performance appraisal cycles, goal-setting frameworks, and employee feedback processes
- Support leadership in talent development, succession planning, and retention initiatives
Employee Relations & Engagement
- Serve as the primary HR point of contact for employee queries and support
- Handle employee grievances, disciplinary actions, investigations, and conflict resolution
- Foster a positive and inclusive work culture across locations
- Lead employee engagement and retention initiatives
HR Reporting & Analytics
- Generate HR dashboards, MIS reports, and analytics for leadership review
- Provide data-driven insights to support HR and business decision-making
- Monitor key HR metrics and recommend process improvements
Key Requirements:
- Bachelors or Masters degree in Human Resources, Business Administration, or related field
- 15+ years of progressive experience in HR Operations and Talent Acquisition
- Strong exposure to HR operations in both India and Saudi Arabia
- In-depth knowledge of Indian labor laws and Saudi labor regulations
- Experience managing cross-border and expatriate workforce
- Proven experience working with attorneys/legal teams on HR policy drafting, compliance, contracts, and employee relations matters
- Hands-on experience with HRIS platforms and recruitment tools
- Strong stakeholder management, communication, and leadership skills
- Excellent problem-solving, analytical, and organizational capabilities
- Ability to thrive in fast-paced and dynamic business environments

- Experience in scaling teams and managing high-volume recruitment
