
Organization: Indian Conglomerate in Wires & Cables Industry
Role Objective
To lead the end-to-end HR establishment and strategic operations for a high-stakes, brand-new manufacturing facility in Sanand, Gujarat. The incumbent will be responsible for navigating the complete "Land-to-Launch" lifecycle, from government liaisoning and statutory setup to large-scale manpower ramp-up and the implementation of world-class HR systems.
Key Responsibilities
1. Greenfield Plant HR Setup
- Systems & SOPs: Design and implement the entire HR framework from scratch, including wage structures, shift models, HR policies, and standard operating procedures (SOPs).
- Infrastructure: Oversee the establishment of plant-level administrative infrastructure, including canteen management, transportation, and security services.
- Digitization: Spearhead the implementation of HRIS/SAP-HCM and digital attendance systems to ensure a paperless and transparent operational environment.
2. Government Liaisoning & Statutory Compliance
- Statutory Approvals: Act as the primary SPOC for all government interactions, including GIDC, DISH (Factory Inspectorate), and the Labour Commissioner.
- Licensing: Secure and maintain all essential certifications: Factory License, Fire NOC, Pollution Control Board (CTO/CTE), and Labour Registrations.
- Compliance Mastery: Ensure 100% adherence to the Factories Act, Industrial Disputes Act, CLRA, and upcoming New Labour Codes.
3. Strategic Talent Acquisition & Workforce Planning
- Manpower Strategy: Collaborate with business heads to design org structures and manpower budgets aligned with production takt time and volume ramp-up.
- Massive Hiring: Lead high-volume recruitment for blue-collar (operators, technicians) and white-collar roles (engineers, HODs) across the Sanand belt.
- Campus Branding: Drive employer-branding initiatives through specialized campus hiring and technical apprenticeship programs.
4. Industrial Relations (IR) & Capability Building
- Harmonious IR: Develop a proactive IR strategy to prevent unrest and maintain a "zero-stoppage" work environment.
- Capability Development: Implement skill-mapping and competency matrices; coordinate technical training and multi-skilling programs for the shop floor.
- Engagement: Design cultural and wellness initiatives to build a high-performing, inclusive work culture from Day One.
The Ideal Candidate:
- Educational Background: Full-time MBA (HR), MHRM, or MSW from a premier institute (IIM/XLRI/MSU). An LLB degree is highly preferred to handle complex legal and IR matters.
- Relevant Experience: At least 18 years in Manufacturing HR, with a proven track record of leading at least two Greenfield manufacturing setups in Gujarat.
- Liaison Expertise: Deep-rooted connections within the Gujarat GIDC and Labour Department.
- Language Proficiency: Native-level fluency in Gujarati is essential for effective local liaisoning and rural workforce management.
- Competencies: Strategic vision, high negotiation skill, ability to deliver under the pressures of a project commissioning phase, and a "Heart for People, Mind for Business" approach.
