Job Title: Senior Manager - Human Resources (HR) & Statutory Compliance

Location: Mumbai / Gurgaon

Reports To: Talent Infrastructure / Enablement Leader - Director

Department: Human Resources

Position Overview:

We are seeking an experienced and dynamic Senior Manager - HR & Statutory Compliance to lead and manage all statutory compliance activities across state and national levels and Implement changes as per the new labour codes. The role involves ensuring adherence to all applicable labour laws, social security regulations, and statutory requirements, while coordinating with internal teams (HR, Payroll, Finance) and external authorities (EPFO, ESIC, Shops & Establishment, Labour Department, etc.).

Key Responsibilities:

Statutory Compliance

- Ensure compliance with all Central and State labour laws, including but not limited to:

a. Code on Wages, 2019

The Industrial Relations Code, 2020

a. The Code on Social Security, 2020,

b. The Occupational Safety, Health and Working Conditions Code, 2020 (OSH Code)

c. Shops and Commercial Establishment Act

d. Professional Tax

e. Other applicable acts

- Monitor and implement changes according to Labour Codes and other statutory amendments.

- Period review of statutory registers, records, and documentation as per legal requirements.

- Oversee timely submission of statutory returns and filings (PF, ESI, PT, - etc.).

- Conduct internal audits and compliance checks to identify gaps and mitigate risks.

- Liaise with government authorities, auditors, and consultants for inspections and queries.

- Handle notices and ensure timely resolution of compliance-related issues.

Vendor Compliance

- Ensure all third-party vendors comply with applicable labour laws and statutory requirements.

- Verify vendor registrations under PF, ESIC, , and other statutory bodies.

- Maintain and review vendor compliance documentation, including licenses, certificates, and statutory filings.

- Conduct periodic audits of vendor compliance and address gaps proactively.

- Implement a vendor compliance checklist and integrate it into onboarding and renewal processes.

- Ensure timely collection of declarations, indemnity bonds, and compliance certificates from vendors.

- Monitor adherence to minimum wage norms and social security contributions for vendor-deployed staff.

- Coordinate with Finance and Admin teams to block payments for non-compliant vendors until issues are resolved.

- Develop risk mitigation strategies for vendor-related compliance failures.

Finance, Payroll & HR Coordination

- Ensure payroll processing aligns with statutory requirements for deductions and contributions.

- Collaborate with HR and Finance teams to ensure accurate salary disbursement and compliance.

- Support implementation of HR policies aligned with labour laws and organizational objectives.

- Coordinate with Finance team to ensure vendor payments comply with statutory requirements like, and labor laws.

- Monitor vendor compliance documentation in collaboration with Finance.

- Support Finance in audits related to vendor statutory compliance.

Advisory & Strategic Role

- Advise management on compliance risks and regulatory changes.

- Develop and implement compliance frameworks, SOPs, and training programs.

- Drive digitization and automation of compliance processes for efficiency.

Qualifications & Experience

- Education: LLB/ MBA / Master's in HR, Labour Law, or related field.

- Experience: Minimum 10 - 20 years in HR statutory compliance and payroll in a multi-state or large organization.

- Expertise: In-depth knowledge of Indian labour laws, social security regulations, and payroll compliance.

Skills:

- Strong liaison and negotiation skills with statutory authorities.

- Excellent communication and interpersonal abilities.

- Proficiency in HRMS and MS Office tools.

- Analytical and problem-solving mindset.

Preferred Attributes

- Experience in handling multi-location operations.

- Ability to manage both strategic initiatives and day-to-day compliance activities.

- Exposure to audits and government inspections.
