Position Title: Deputy General Manager - Telecom Network Solutions & Strategy

Department: Telecom / Infrastructure Solutions & Business Development

Reporting To: General Manager / Vice President (Telecom Business)

Location: Mumbai

Job Purpose:

This person will lead technical evaluation pre and post within partner and customer areas to enable effectiveness of bid participation and operations for large-scale telecom, power utility, and government infrastructure projects. The role involves driving pre-sales activities, designing physical and logical network architectures (including OPGW, FTTH, NLD, and Metro Core), evaluating OEM/product partners, and leveraging digital tools/automation to optimize capital and operational expenditures.

Key Responsibilities:

1. Pre-Sales, RFP Management & Bid Strategy:

- Lead technical evaluations and contribute directly to strategic decision-making for complex Request for Proposals (RFPs), Tenders, and Pre-Bid activities.

- Draft and compile technical pre-bid queries, comprehensive Solution Documents, detailed Bills of Quantities (BOQ), Schedule of Rates (SOR), and Non-SOR cost estimations.

- Ensure strict alignment between proposed technical solutions and RFP specifications to satisfy Service Level Agreements (SLAs), compliance parameters, and delivery timelines.

2. Technical Solution Architecture & Infrastructure Design:

- Architect end-to-end telecom solutions encompassing physical and logical layers across OPGW (Optical Ground Wire), FTTH, NLD, Metro Core, and Data Centre environments.

- Understanding of FOTE/MPLS network design and planning.

- Understanding of Tower and Radio networks.

- Understanding for specialized rail and transit infrastructure projects.

3. Partner Ecosystem & Product Evaluation:

- Identify, screen, and evaluate Active and Passive telecom product partners, OEMs, and technology suppliers to expand business delivery capability.

- Review technical specifications, vendor credentials, and product compliance for passive and active transmission and service elements.

4. Operations & Process Automation:

- Enable operational efficiency improvements by conceptualizing and rolling out process automations and modernized operational frameworks. Implement and manage Project Management Information System (PMIS) tools to drive real-time tracking of project milestones, execution timelines, and deliverable quality.

- Enable seamless data integration protocols between field deployment and back-office reporting platforms.

Required Qualifications & Experience:

Educational Qualification: B.Tech / B.E. in Electronics & Telecommunication / Electrical Engineering. Additional certifications such as CCNP or project management qualifications are highly preferred.

Work Experience: 15 - 20 years of progressive technical experience in the telecommunication and infrastructure industry.

Industry Background: Proven experience working across Telecom Service Providers (TSPs), System Integrators, Infrastructure Providers (IP-1), or Telecom Cable Equipment Manufacturers.

Key Competencies & Technical Skills:

Network Engineering: Deep understanding of Active & Passive infrastructure (OPGW, DWDM, OTN, SDH, ASON, IP/Ethernet, FTTH, FTTX, MPLS).

Pre-Sales & Commercial Expertise: Expert knowledge of tendering processes, commercial costing, BOQ/BOM preparation, SOR mapping, and contract management.

Software & Digital Tools: Familiarity with GIS, OSS platforms (Clarity, Cramer, ConnectMaster), PMIS tools, and custom planning/survey automation platforms.

Leadership & Stakeholder Management: Strong analytical, decision-making, vendor management, and team leadership skills.
