
Role Title: Chief Manager - IT Infrastructure and Delivery
1. JOB PURPOSE:
The Chief Manager - IT Infrastructure and Delivery will lead the end-to-end planning, design, execution, integration, commissioning and handover of the IT infrastructure for a large-scale Campus project. The role will ensure that the campus is delivered as a secure, resilient, scalable and future-ready digital workplace, fully aligned with the organization's technology, business continuity, cybersecurity and operational requirements.
2. PRINCIPAL ACCOUNTABILITIES:
- IT Master Planning & Strategy
- Develop the overall IT infrastructure strategy and technology roadmap for the project.
- Translate business requirements into IT infrastructure, capacity and technology requirements.
- Establish IT design standards, specifications and infrastructure guidelines.
- Ensure scalability for future expansion, technology upgrades and changing business requirements.
- Coordinate IT planning with architectural, MEP, security, AV, BMS and other building services.
- Execute the Project plan within the timelines. Ensure rigorous and detailed tracking on a day-to-day basis, submitting reports and feedback with such frequency as may be decided.
- Manage site activities overseeing the work of the Site Engineer.
- IT Infrastructure Design
Own/oversee the design of:
- Structured cabling and fibre backbone.
- LAN/WAN and Wi-Fi infrastructure.
- Network rooms, MDF/IDF and IT equipment rooms.
- Data centre / server room infrastructure, where applicable.
- Telecom and carrier infrastructure.
- Unified communications and collaboration infrastructure.
- Audio-visual and meeting-room technology.
- Digital workplace infrastructure.
- IT power, UPS, redundancy and environmental requirements.
- IoT, smart-building and digital-campus infrastructure.
- Physical security systems' IT/network interface.
- BMS and other OT/IT integration requirements.
- Ensure consultants drawings, specifications and other deliverables are done within TAT.
- Monitor and validate what is being executed on site versus agreed commitments.
- Project Delivery
- Lead IT infrastructure delivery from concept/design through construction, testing and commissioning.
- Develop detailed IT project schedules, milestones and delivery plans.
- Manage IT consultants, system integrators, contractors, OEMs and technology partners.
- Review technical submissions, shop drawings, BOQs, specifications and method statements.
- Ensure coordination between IT works and civil, electrical, HVAC, fire, interiors and other project packages.
- Monitor progress, quality, cost and programme adherence.
- Identify and resolve design/interface issues proactively.
- Procurement & Commercial Management
- Define technical requirements and evaluation criteria for IT packages.
- Lead technical evaluation of vendors and system integrators.
- Support commercial negotiations and contract finalization.
- Ensure procurement is aligned with project programme and technology roadmap.
- Control scope changes, variations and commercial exposure.
- Testing, Commissioning & Handover
- Establish comprehensive testing and commissioning strategies.
- Ensure FAT, SAT, integrated systems testing and performance testing are completed.
- Ensure infrastructure meets approved design, performance and resilience requirements.
- Lead IT readiness for phased occupancy and business go-live.
- Establish documentation, asset registers, warranties, licenses and O&M requirements.
- Ensure smooth transition from project delivery to IT operations.
- Cybersecurity and Compliance
- Comply with the organization's cybersecurity, information-security and technology policies.
- Implement approved security controls, network segmentation, access restrictions and secure configurations.
- Ensure all software, firmware and licenses are approved and properly documented.
- Comply with applicable statutory, regulatory, safety and environmental requirements.
- Protect confidential project information, credentials, drawings and configuration data.
- Documentation and Handover
- Prepare and maintain complete project documentation throughout the delivery period.
- Submit approved-for-construction drawings, installation records and redline mark-ups.
- Prepare as-built drawings, cable schedules, rack elevations, network diagrams and system architecture documents.
- Submit test reports, commissioning records, inspection requests and compliance certificates.
- Provide asset registers containing equipment details, serial numbers, locations, warranties and licenses.
- Submit operation and maintenance manuals, troubleshooting guides and preventive-maintenance requirements.
- Provide backup copies of configurations, software, licenses and system databases.
- Conduct operator and administrator training for the IT and facilities teams.
- Support the final handover, defect closure and transition to operations.
- Provide post-handover support during the defects-liability or warranty period.

6. SKILLS AND KNOWLEDGE:
Technical & Professional Skills
- Knowledge of project documentation, quality procedures, testing standards and handover requirements.
- Deep understanding of system configuration, integration, testing and commissioning.
- Familiarity with construction tech, smart building concepts, and digital project tools.
- Knowledge of cybersecurity, network segmentation, ITIL, project controls and commissioning practices.
Educational Qualifications
- Engineer IT/ E&TC/ BCS/MCS.
Certifications
- PMP / Prince2 / ITIL / relevant technology certifications would be advantageous.
Work Experience
- 10 - 12+ years of relevant experience, preferably in large corporate campuses, commercial developments, data centres, airports, hospitals or other complex infrastructure projects.
- Strong understanding of enterprise networking, structured cabling, data centres, Wi-Fi, AV, telecom and smart-building technologies will be a pre requisite.
