3. POSITION OVERVIEW:
Hindustan Zinc Limited (HZL) is committed to creating shared value for stakeholders by building enduring, trust-based relationships with communities in our operational catchment areas. The Chief Community Officer (CCO) will serve as the strategic bridge between HZL management and host communities, ensuring that community voices are heard, concerns addressed, and aspirations transformed into collaborative partnerships that enhance social acceptance, economic development, and operational sustainability.
The CCO will possess unique experience in community intervention within mining/industrial catchment areas, demonstrating proven ability to effectively represent management perspectives to communities while championing community requirements to organizational leadership. Strong liaison capabilities with communities, local politicians, elected representatives, and government officials are essential for this role
4. KEY RESPONSIBILITIES:
Reporting to the IBU CEO - Dariba, the Chief Community Officer (CCO) shall be responsible for following:
(A) Strategic Community Engagement & Catchment Area Intervention:
(1) Design and implement a comprehensive Enterprise-wide Community Engagement & Partnership Strategy specifically tailored for mining catchment areas, aligned with HZL's business objectives, International Council on Mining and Metals (ICMM) standards, Voluntary Principles on Security and Human Rights (VPSHR) guidelines, and global best practices in extractive industries;
(2) Lead community intervention initiatives within the operational catchment area, ensuring deep understanding of local socio-economic dynamics, traditional practices, and community hierarchies;
(3) Collaborate extensively with CSR teams to transform CSR plans into visible, measurable community outcomes that build trust, reduce operational disruptions, and strengthen HZL's social license to operate;
(4) Conduct Social Risk and Community Assessment research including stakeholder mapping exercises to analyze potential opposition and identify strategic engagement opportunities;
(5) Develop proactive Community Engagement Plans for current operations, expansion projects, and new site developments.
(B) Political Liaison & Government Relations:
(1) Establish and maintain strategic relationships with elected local government executives, district administration, and political stakeholders;
(2) Serve as primary liaison with local political stakeholders, ensuring HZL's operational plans align with regional political dynamics and development priorities;
(3) Maintain constructive relationships with district collectors, tehsildars, block development officers, and other government executives;
(4) Navigate complex political landscapes to secure community and government support for HZL's expansion plans and operational activities;
(5) Participate in local political forums and development planning committees as HZL's representative.
(C) Community Representation & Advocacy:
(1) Act as the primary advocate for community concerns within HZL management, ensuring community requirements are integrated into business decision-making processes;
(2) Facilitate two-way communication by effectively presenting management perspectives and constraints to community stakeholders while advocating for community needs to senior leadership;
(3) Establish Community Advisory Councils at site and district levels comprising traditional leaders, youth representatives, women's groups, and local business leaders;
(4) Champion community development priorities in areas such as healthcare, education, infrastructure, and livelihood enhancement programs;
(5) Ensure transparent communication of HZL's operational plans, environmental measures, and community investment programs,
(D) Stakeholder Engagement & Partnership Development:
(1) Build and maintain comprehensive stakeholder networks including community leaders, local influencers, NGOs, educational institutions, healthcare providers, and business associations;
(2) Organize regular community dialogues including town halls, village assemblies, focus group discussions, and one-on-one meetings with key stakeholders;
(3) Design social investment strategies that align HZL's corporate goals with specific community development needs and priorities;
(4) Foster partnerships with local organizations for implementing community development programs, skill development initiatives, and economic empowerment projects;
(5) Coordinate with academic institutions and research organizations for community-centric studies and development programs.
(E) Conflict Prevention, Early Warning & Grievance Resolution:
(1) Establish sophisticated early warning systems to detect potential community unrest, land disputes, environmental concerns, or operational disruptions before escalation
(2) Develop and implement conflict resolution mechanisms including mediation processes, grievance redressal systems, and community feedback loops;
(3) Manage end-to-end grievance resolution from complaint registration through investigation, resolution, and follow-up, maintaining detailed grievance registers;
(4) Facilitate dialogue between management and community representatives during challenging situations, serving as trusted mediator;
(5) Create community feedback mechanisms including suggestion systems, regular surveys, and digital platforms for continuous engagement.
(F) Local Economic Integration & Development:
(1) Champion local employment initiatives by partnering with HR teams to prioritize local hiring, skills development, and women's/youth engagement programs;
(2) Facilitate local procurement opportunities by connecting community businesses and entrepreneurs with HZL's supply chain requirements;
(3) Support development of local enterprises through capacity building, technical assistance, and access to markets;
(4) Coordinate skill development programs aligned with HZL's operational needs and community employment aspirations;
(5) Promote financial inclusion initiatives and support community-based economic development projects.
(G) Impact Measurement, Reporting & Continuous Improvement:
(1) Define and track comprehensive KPIs including:
(i) Reduction in community protests, agitations, and operational disruptions
(ii) Community perception index scores and stakeholder satisfaction levels
(iii) Percentage of local community members employed and skilled through HZL programs
(iv) Grievance resolution rates within defined timelines
(v) Community development program impact metrics
(vi) Political stakeholder relationship strength indicators
(2) Prepare detailed periodic reports for the Community Management Body, senior leadership, and Board of Directors on community relations health and strategic recommendations;
(3) Conduct regular community perception surveys and stakeholder satisfaction assessments;
(4) Benchmark performance against industry best practices and global mining community engagement standards.
5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
(1) Master's degree in Social Sciences, Public Policy, Rural Development, Community Development, Political Science, or related fields;
(2) Additional certifications in stakeholder engagement, conflict resolution, or community development preferred.
Experience:
(1) Minimum 15-20 years of progressive experience in community relations, stakeholder engagement, public affairs, or CSR/NGOs, with specific focus on mining, manufacturing, infrastructure, or extractive industry sectors;
(2) Demonstrated experience in North India/ Rajasthan or similar mining regions with complex socio-political dynamics;
(3) Proven track record of successfully resolving community conflicts and building sustainable partnerships in challenging environments;
(4) Experience in political liaison and government relations at district, state, and local levels;
(5) Experience in catchment area community intervention with extractive or heavy industries;
(6) Experience with international mining companies - especially working with or leading their Social Performance programs - a bonus.
Network & Relationships:
(1) Established networks with government agencies, NGOs, community organizations, and political representatives in relevant operational areas;
(2) Strong relationships with local elected representatives, traditional leaders, and community influencers;
(3) Connections with academic institutions, development organizations, and civil society groups
Skills and Competencies:
(A) Relationship Management & Communication:
(1) Exceptional relationship-building skills with ability to establish trust across diverse stakeholder groups;
(2) Advanced negotiation and mediation capabilities for complex community-corporate interactions;
(3) Outstanding communication skills in English, Hindi, and relevant regional languages (Rajasthani, Haryanvi, or other local dialects);
(4) Cultural sensitivity and emotional intelligence for working with diverse community groups.
(B) Strategic & Analytical Skills:
(1) Deep understanding of socio-political dynamics in rural and semi-urban India, particularly in mining regions;
(2) Strategic thinking ability to align community engagement with business objectives;
(3) Data-driven mindset for measuring community engagement impact and improving strategies;
(4) Risk assessment capabilities for identifying potential community-related business risks.
(C) Operational Excellence:
(1) Crisis management experience in high-pressure, conflict-prone environments;
(2) Project management skills for coordinating multiple community initiatives simultaneously;
(3) Digital literacy for leveraging technology platforms in community engagement;
(4) Leadership qualities to guide cross-functional teams and influence senior management.
(D) Systemic Approach:
(1) Ability to utilize systems-based thinking to design programs the minimize social risk, thereby balancing stakeholder-centric and system/policy-driven action.
(2) Desire to develop new systems, in line with global principles of social performance, human rights, and natural justice to enhance social license to operate
(3) Strong ethical core that develops a win-win for HZL and its external stakeholders
6. COMPENSATION OFFERED:
Gross compensation budgeted for the position is INR 50-60 lacs per annum. The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
