Job Description for Chief Transformation Office - PM Vice President
Position Specifications:
Corporate Title: Vice President
Functional Title: Project Manager
Experience: 10 Years +
Qualification: Bachelor's - Finance, Business, Engineering, etc.
Role & Responsibilities:
- As part of the Risk Global Book of Work covering Regulatory, Strategic and incremental business change there is a requirement for an experienced delivery focused project manager with Credit Risk domain knowledge. The candidate would be leading several key workstreams to deliver across a number of credit risk initiatives.
- Owning end-to-end project scope, working directly with senior stakeholders (Directors, MDs, CRO/CFO office) to shape scope in ambiguous environments, and driving scope decisions throughout the project lifecycle - including making judgement calls on descoping, phasing, and trade-offs where full information isn't available.
- Accountable for leading matrixed, cross-geography delivery teams comprising permanent staff and contractors, constructing defendable delivery plans that withstand senior stakeholder and regulatory scrutiny.
- Actively developing Associate-level PMs and BAs, including structured coaching, performance conversations, and building bench strength for the wider function.
- Establishing credibility and influence across a broad stakeholder landscape from junior BAs and IT teams through to senior business heads, 2nd Line Risk, Compliance, and where required, regulators. Comfortable holding independent positions under challenge from senior stakeholders while maintaining working relationships.
- Defining what success looks like at the programme level not just at project milestones including translating business outcomes (RWA reduction, Tier 1 capital efficiency, capital ratio improvement) into measurable delivery KPIs and holding delivery accountable to those outcomes rather than task completion alone.
- Identifying and managing cross-programme dependencies across the Credit Risk change portfolio, including surfacing dependencies that others haven't yet recognized, and making trade-off decisions where competing programmes require sequencing choices.
- Setting delivery standards in accordance with Nomura's governance protocols, and where existing standards fall short of programme complexity, proposing and implementing enhancements to project management practice within the function.
- Owning executive stakeholder engagement end-to-end, including Steering Committee reporting, CRO/CFO office briefings, and Board-level updates were required. Ensuring project narrative is coherent, commercially framed, and sharpened for the audience rather than delivery-focused reporting.
- Escalation judgement knows what senior management needs to hear vs what the team should handle; frames escalations with options and recommendations, not just problems; owns issue resolution at the portfolio level with peer VPs and Directors.
- Working knowledge of front-to-back Credit Risk business processes sufficient to spot cross-project synergies, and challenge SME assumptions where appropriate. Recognized as a credible partner by the business, not just a delivery function.
- Interpreting regulatory requirements substantively and not just capturing them but understanding regulatory intent debating interpretation with SMEs and 2nd Line Risk and defending the firm's position in supervisory engagement where required.
- Acting as senior business gatekeeper protecting IT capacity from poorly framed demand, driving business discipline on issue prioritization globally, and holding the line on quality of requirements even under senior stakeholder pressure.
- Setting the requirements bar ensuring business users, BAs, IT, QA, and development teams operate to a common standard, that gaps in requirements are surfaced early, and that delivered solutions genuinely meet business intent rather than documented specification.
- Driving continuous improvement across the function, leading retrospectives that translate into structural changes to delivery practice and contributing to broader PM community development in Mumbai and globally.
- Building and sustaining delivery culture as a senior member of the PM function, contributing to hiring standards, ways of working, cross-team collaboration norms, and the professional development of the wider PM community across global business, IT, BA, QA, and development teams.
Desired Skills and Experience:
- Substantive expertise (minimum 10 years) in the Market Risk or Counterparty Credit Risk domain sufficient to independently discuss and debate interpretation with SMEs, Compliance, and 2nd Line Risk on metrics such as VaR, Expected Shortfall, IRC, PD, LGD, EAD, PE, PFE, EEPE, RWA, SA-CCR, and Basel III/3.1 including recent regulatory developments. Working knowledge of Settlement Risk, Stress Testing desirable.
- Deep proficiency across project delivery tooling (MPP, Confluence, JIRA, ServiceNow) and the judgement to select, configure, and evolve tooling as programme complexity demands. Experience implementing tooling standards across teams is beneficial.
- Strong understanding of credit risk data flows, architecture, and reference data models, including risk limits, exposure aggregation, netting set construction, capital calculation engines, and the interplay between front office, middle office, risk, and finance systems. Able to challenge architectural decisions and influence target-state design.
- Ability to select, adapt, and evolve delivery methodologies across the project portfolio including Waterfall, Agile, hybrid, and SAFe frameworks and to establish methodology standards where existing practice falls short of programme complexity.
- Extensive prior experience delivering credit risk system implementations and regulatory change programmes with a demonstrable track record of successful completion of Basel, FRTB, SA-CCR, IRB, IMM, or equivalent regulatory transformations. Familiarity with recent regulatory agenda including Basel 3.1 and climate risk integration is highly valued.
- High standards on delivery quality, accuracy, and timeliness, with the judgement to distinguish where absolute precision is required (regulatory numbers, capital calculations) from where directional analysis suffices for decision-making at pace.
- Ownership of testing strategy across complex programmes - including defining test approach, coordinating SIT/UAT/regression cycles, negotiating scope and coverage with business and Compliance, and holding IT accountable for quality gates. Experience with regulatory validation and model risk management (MRM) testing beneficial.
- Management of business analysis and project manager resources to deliver multiple projects/workstreams.
- Strong educational background, finance/risk domain and Project Management certifications (MBA, PMP, Agile Scrum Master, FRM etc.)
Mind Set:
- Mandatory: Deep Credit Risk domain expertise (10+ years) covering CCR metrics: VaR, Expected Shortfall, IRC, PD, LGD, EAD, PE, PFE, EEPE, RWA, SA-CCR; Basel III/3.1 regulatory frameworks and recent developments; Front-to-back Credit Risk business processes and data flows; Regulatory interpretation capability.
