
Tender Manager - Government Airport Tenders & Bids

Job Summary:
The Tender Manager will be responsible for managing the end-to-end tendering and bidding process for Government, PSU, Defence, and Airport projects. The role involves tender review, bid strategy, documentation, costing, compliance, coordination with internal departments, and timely submission of high-quality technical & financial proposals.
Key Responsibilities:
Tender Identification & Evaluation
- Monitor and evaluate tenders on portals such as CPPP, GeM, eProcurement, Airport Authority
portals, and other State/PSU platforms.
- Review RFP/RFQ/BOQ/Bid documents to assess eligibility, scope, risks and commercial requirements.
- Prepare tender synopsis and Go/No-Go analysis.
Bid Planning & Strategy
- Lead the development of bid strategy including technical approach, costing, pricing, and compliance requirement.
- Conduct pre-bid meetings, raise technical & commercial queries, and ensure all clarifications are incorporated.
Documentation & Submission
- Prepare and compile PQ, Technical & Financial Bid documents.
- Ensure all documents are compliant with tender specifications, formats, and submission deadlines.
- Handle EMD, PBG, IPBG, BG, LC, DSC, and all contractual documents as required.
- Coordination & Internal Communication
- Coordinate with cross-functional teams such as Technical, Project, Finance, Procurement, Legal, and Operations for required inputs.
- Liaise with OEMs, vendors, and service partners for quotations, certifications, and technical literature.
Costing & BOQ Management
- Review and extract BOM/BOQ from tender documents.
- Prepare costing sheets, rate analysis, and pricing estimation for Airport and Government tenders.
- Negotiate with vendors/OEMs to get competitive pricing.
Compliance & Risk Management
- Ensure adherence to tender terms, compliance matrix, and contract conditions.
- Identify and communicate commercial/legal risks, deviations, and exceptions.
Post-Tender Activities
- Support contract negotiation and finalization.
- Participate in reverse auctions, online bidding, and price negotiations.
- Maintain tender trackers, MIS, dashboards, and submission records.
Required Skills & Competencies:
- Strong knowledge of Government, PSU & Airport tendering process.
- Hands-on experience with portals: CPPP, GeM, Airport Authority portals, State eProcurement systems, etc.
- Good understanding of technical documentation, BOQ extraction, cost estimation, and bid compliances.
- Excellent drafting, analytical, negotiation & communication skills.
- Proficiency in MS Office (Excel, Word, PowerPoint) and tender management tools.
- Ability to manage multiple tenders simultaneously under tight deadlines.
- Must have experience leading a team of Tender Engineers / Executives.
Education Qualification: MBA / Any relevant technical or commercial degree.
Preferred Industry Experience: Government Projects, EPC, Airport Infrastructure, IT, Engineering, Electrical/Mechanical Systems, or similar sectors
