About the Role


We are seeking an experienced Cost Accountant (Financial Bid / Tendering) to lead financial estimation, cost modeling, tender pricing, and compliance for government, PSU, and infrastructure projects. The role requires strong analytical ability, experience in cost control, and a deep understanding of tender guidelines (CPWD/State PWD/Railways/PSUs). The candidate will work closely with the bidding, project, and leadership teams to ensure accurate, competitive, and compliant financial submissions.


Key Responsibilities


Costing & Estimation:


- Prepare detailed cost estimates for EPC / infrastructure / construction / industrial tenders.


- Develop item-wise and project-level costing including material, labor, equipment, subcontracting, taxes, overheads, and contingencies.


- Build cost models and pricing sheets aligned with tender BOQs and technical requirements.


- Analyze historical data, benchmark costs, market trends, and vendor quotes to improve accuracy of costing.


Tender Financial Bid Preparation :


- Prepare complete financial bid documents, including price schedules, cost sheets, rate analysis, and supporting financial documentation.


- Ensure the bid complies with all tender requirements, including pricing formats, payment terms, LD clauses, taxation, insurance, and financial norms.


- Coordinate with cross-functional teams to gather inputs for technical-commercial alignment.


Financial Analysis & Scenario Modeling:


- Perform profitability analysis, cash flow projections, and ROI for tenders.


- Conduct sensitivity analysis and scenario planning to determine competitive and feasible bid prices.


- Evaluate risks related to pricing, exchange rates, escalation, and statutory changes.


Vendor & Market Coordination:


- Liaise with procurement and vendor management teams to obtain updated price quotes, rate contracts, and material cost trends.


- Engage with subcontractors to validate cost assumptions and rate benchmarks.


Compliance & Documentation:


- Ensure full compliance with government tendering norms (GFR, CVC, GEM, CPWD, state tender rules).


- Prepare costing justification documents for internal committees and audit teams.


- Maintain a database of cost benchmarks, historical bid data, and approved rates.


Cross-functional Collaboration:


- Work closely with Bidding/Proposal, Engineering, Projects, Procurement, and Finance teams.


- Support management during internal bidding reviews and final pricing approval.


Continuous Improvement:


- Identify opportunities to optimize cost structures and improve competitiveness.


- Implement best practices in costing, budgeting, and financial review processes.


Required Skills & Competencies:


Technical Skills:


- Strong knowledge of cost accounting, financial modeling, and project costing.


- Expertise in tender financial bid preparation for government infrastructure projects.


- Proficiency in BOQ analysis, rate analysis, GST, taxation, and statutory compliance.


- Hands-on experience with MS Excel (advanced), SAP/ERP, and costing tools.


- Behavioral Skills Strong analytical and numerical ability.


- High level of accuracy, attention to detail, and deadline orientation.


- Strong communication skills for inter-department collaboration.


- Ability to work under pressure and manage multiple tenders simultaneously.


Experience:


- Candidates with experience in: Infrastructure / Construction / EPC Power, Railways, Roads, Water Projects Oil & Gas, Industrial Projects Government / PSU tendering environment


Qualification:


- ICWA / CMA preferred CA (Inter), MBA Finance, M.Com, B.Com with strong costing exposure considered


- Additional certification in project costing or government tendering is an advantage Career Growth Opportunity to lead cost estimation for large-scale tenders.


- Potential to progress into Bid Finance Lead / Tendering Manager / Commercial Manager roles.
