Job Summary:
We are seeking a highly skilled Technical Functional Manager with strong experience in bid management and government/public sector projects. This role is crucial in bridging technical teams and business stakeholders, ensuring seamless project execution while aligning solutions with client expectations particularly in government environments.
The ideal candidate will have a proven track record in managing bids, preparing responses to RFPs/RFIs, and leading end-to-end delivery of complex, large-scale projects in the public sector. Strong expertise in business and digital transformation, combined with project governance and stakeholder engagement, is essential.
Key Responsibilities:
Bid Management & Government Engagement (Core Focus):
- Analyze government RFPs/RFIs, prepare compliance matrices, and coordinate technical and functional responses with internal teams.
- Collaborate with legal, finance, and delivery teams to craft compelling, compliant, and competitive proposals for government/public sector clients.
- Drive stakeholder alignment and strategic positioning during the bid lifecycle to increase win probability.
- Develop presentations and participate in client discussions, bid clarifications, and technical evaluations.
Project Delivery & Technical Management:
- Oversee the delivery of complex projects, ensuring alignment with business objectives, timelines, and quality standards.
- Lead cross-functional teams in technical design, solution implementation, and post-go-live support.
- Contribute to architecture planning, performance optimization, and resolution of technical challenges.
- Monitor project risks, issues, and dependencies, and implement mitigation strategies.
Functional & Strategic Responsibilities:
- Act as a strategic advisor bridging the gap between technical solutions and business needs.
- Drive organizational transformation initiatives, business process redesign, and digital enablement.
- Promote continuous improvement through process optimization, innovation, and best practice adoption.
- Ensure compliance with public sector standards, data security regulations, and audit requirements.
Required Qualifications & Experience:
- B.Tech/B.E or MCA and MBA (or equivalent 12-month full-time management qualification).
- Minimum 8 years of experience in:
- Bid Management & Proposal Writing
- Project Execution and Delivery
- Business/Digital Transformation
- Strategy, Change Management, or Operating Model Redesign
- Minimum 1 year of direct experience in Government/Public Sector projects.
- At least 3 years of experience managing large-scale projects, with minimum 3 end-to-end project deliveries.
- International experience in project delivery or consulting is preferred.
Preferred Certifications:
- PMP (Project Management Professional)
- PRINCE2 Foundation/Practitioner
- ITIL Foundation or equivalent
