2. Job Purpose:

The Legal & Statutory Compliance Manager will be responsible for managing statutory licenses, regulatory compliances, legal documentation and government liaison activities across retail stores, dark stores, distribution centres, warehouses and other business locations.

The role will primarily manage FSSAI, Legal Metrology, weighing scales, municipal trade licenses and other local statutory permissions, including obtaining, renewing, amending, transferring and surrendering licenses.

The position will also handle professional liaison with FSSAI, Legal Metrology, Municipal Authorities, Police, Fire Department, District Administration and other government authorities, including coordination of authorized police complaints/FIRs for serious misconduct, fraud, theft, code of conduct violations and other matters requiring police intervention.

3. Key Responsibilities:

A. FSSAI & Food Safety Compliance:

- Manage FSSAI licensing/registration for all applicable locations.

- Handle new licenses, renewals, modifications, amendments, transfers and surrender/cancellation.

- Maintain centralized FSSAI license master and renewal tracker.

- Ensure statutory display and availability of required documents.

- Coordinate inspections, queries, notices and deficiencies with Food Safety Authorities.

- Work with Operations, Quality and Store teams to close food safety observations.

- Support internal/external FSSAI audits and monitor food safety, hygiene, storage and handling requirements.

B. Legal Metrology & Weighing Scale Compliance:

- Manage Legal Metrology compliance for weighing machines across stores, DCs and warehouses.

- Ensure timely verification, stamping/sealing and renewal.

- Maintain location-wise weighing scale master covering machine number, make/model, capacity, certificate and validity.

- Coordinate installation, repair, relocation, replacement and transfer of weighing equipment in accordance with applicable requirements.

- Liaise with Legal Metrology Inspectors and handle inspections, notices and observations.

- Maintain verification/stamping certificates and compliance records.

- Monitor compliance relating to weights, measures, weighing instruments and packaged commodities.

C. Municipal Trade Licensing:

- Manage trade licenses for stores, warehouses, offices and other applicable establishments.

- Coordinate new applications, renewals, amendments, entity/address changes, business activity changes and surrender/cancellation.

- Track license validity and initiate renewals before expiry.

- Liaise with Municipal Corporations, Municipal Councils, Nagar Palikas and local authorities.

- Resolve portal/application issues and coordinate physical submissions wherever required.

- Maintain location-wise license records and support municipal inspections/notices.

D. Government & Local Authority Liaison:

- Liaise professionally with FSSAI, Legal Metrology, Municipal, Police, Fire, Revenue, District Administration and other statutory authorities.

- Visit government offices for applications, follow-ups, inspections and approvals.

- Coordinate authority inspections and verification visits.

- Resolve pending applications, deficiencies and compliance observations.

- Maintain official correspondence and escalate critical regulatory matters to senior management/legal counsel.

E. Police Complaint & FIR Coordination:

- Coordinate with Police Stations for authorized cases involving theft, fraud, serious code of conduct violations, forgery, misappropriation, assault, threats, property damage or other suspected criminal acts.

- Coordinate with HR, Security, Operations and Legal before initiating police action.

- Prepare and submit factual police complaints/FIR requests based on verified evidence and authorized instructions.

- Obtain complaint acknowledgement/Diary/CSR/DD/GD/FIR reference, as applicable.

- Follow up with the Police Station/Investigating Officer and coordinate submission of additional evidence/documents.

- Maintain a confidential Police Complaint & FIR Tracker.

- Escalate sensitive/material matters to the Legal Head/Senior Management.

F. Store Opening, Closure & License Management:

- Ensure statutory compliance readiness before opening new stores/DCs/warehouses.

- Prepare statutory closure checklists for closed locations.

- Coordinate surrender/cancellation of FSSAI, trade licenses, Legal Metrology permissions and other applicable licenses.

- Obtain and maintain surrender/cancellation acknowledgements.

- Ensure closed-location licenses are removed from active compliance trackers.

- Coordinate lawful transfer/reuse of eligible equipment and certificates.

G. Legal Compliance, Notices & Audits:

- Interpret applicable Central and State laws, rules, notifications and government orders.

- Monitor regulatory changes affecting retail/FMCG operations.

- Draft applications, representations, declarations and replies to authorities.

- Review statutory forms and supporting documents.

- Maintain repository of applicable Acts, Rules, Notifications and Government Orders.

- Conduct periodic compliance audits of stores, DCs and warehouses.

- Identify statutory gaps, issue corrective actions and monitor closure.

- Review statutory notices and coordinate timely responses with Legal Counsel.

- Maintain inspection reports, action-taken reports and evidence of compliance.

H. MIS & Reporting:

- Maintain a Pan-India Compliance & License Master covering: Location/Store/DC, State & City, License Type & Number, Issuing Authority, Application & Issue Date, Expiry Date, Renewal/Payment Status, Pending Documents, Inspection Status, Compliance Gaps, Notice Status, Responsible Person, Next Action & Closure Date.

- Key MIS Reports: License expiry/renewal report, pending applications, expired licenses, compliance gap report, government notice tracker, Police Complaint/FIR tracker, FSSAI tracker, Trade License tracker, Legal Metrology tracker, new store compliance status and closed-store surrender status.

I. Internal Coordination:

- Work closely with Legal, Operations, Store Operations, Quality/Food Safety, Projects, Store Development, Procurement, Finance, HR, Security, Administration, Supply Chain and Warehouse/DC Operations to obtain documents, resolve statutory gaps and drive timely closure.

J. Qualification & Experience:

- LL.B. / Bachelor of Laws from a recognized university.

- 5 - 7 years of relevant experience in statutory/legal compliance, licensing or government liaison.

- Candidates with strong relevant hands-on experience in the same field may also be considered based on business requirements.

- Experience in Retail, FMCG, Food, Grocery, Warehouse or Distribution is preferred.

- Practical experience in FSSAI, Legal Metrology, weighing scale verification/stamping, municipal licensing and government liaison is essential.

- Experience managing multiple stores/locations across states will be an advantage.
