Position: Team Lead - Ease of Doing Business (EoDB)

Location: Vijayawada, Andhra Pradesh

Position Summary: The Team Lead - Ease of Doing Business (EoDB) Program will be responsible for driving and managing the implementation of Business Reform Action Plan (BRAP), Reducing Compliance Burden (RCB), Cost of Regulation (CoR) program. He shall also lead the initiatives to strengthen the State Single Desk Portal and Government Process Re-engineering (GPR) of G2B services. The Team Lead will coordinate with senior government bureaucrats, industry stakeholders, and state departments to ensure seamless execution of initiatives and policy reforms. Additionally, the role requires leading and mentoring a team for the effective delivery of the program.

Key Responsibilities:

1. Business Reform Action Plan (BRAP):

- Oversee the execution of BRAP as per action plan notified by GoI and ensure timely execution and submission of recommendations to GoI.

- Coordinate and assist State Departments to identify gaps, monitor progress, and provide strategic inputs for compliance with BRAP recommendations.

- Prepare and develop reports & presentations to highlight progress, challenges, and recommendations to stakeholders.

- Coordinate to assist in organizing outreach programs with industry associations and private sector stakeholders

2. Reducing Compliance Burden (RCB):

- Identify redundant, burdensome, and outdated regulations affecting businesses and recommend their simplification, or elimination.

- Assist Government Departments to rationalize processes, reduce documentation, and digitize existing processes to streamline the process

- Assist Departments to identify cost intensive approvals and recommend ways to streamline and reduce cost burden for businesses

- Benchmarking of national / international best practices implemented to enhance doing business and recommendation to implement similar initiatives in the state

- Propose amendments to state laws, rules, and notifications that align with national best practices.

3. Strengthening and Enhancing the State Single Desk Portal

- Oversee the enhancement of the State Single Desk Portal to improve investor facilitation and service delivery.

- Identify more G2B approvals to be onboarded on the State Single Desk Portal

- Coordinate with Department and ensure development of online system for the service and integration with State Single Window System

- Ensure seamless integration of approvals, clearances, and services from multiple departments into a single online interface.

- Work with IT teams to enhance user experience, process automation, and real-time tracking of applications.

- Ensure alignment with the National Single Window System (NSWS) for interoperability and seamless coordination.

4. Government Process Re-engineering (GPR) of Services

- Lead the digital transformation and re-engineering of government-to-business (G2B) and government-to-citizen (G2C) services.

- Analyze existing workflows, identify bottlenecks, and recommend process re-engineering measures for faster service delivery.

- Ensure end-to-end digitization of services and reduction of manual interventions.

5. Team Management

- Lead and guide team to execute the EoDB program effectively.

- Develop work plans, assign responsibilities, and ensure the timely completion of tasks as per project timelines.

- Provide guidance and capacity building for team members to enhance their expertise in this area and.

- Oversee project budgeting, resource allocation, and overall execution to achieve program objectives.

Educational Qualifications: Master's degree in Economics, Public Policy, Business Administration, Law, Engineering, or a related field.

Experience Required: More than 10 years of experience in government advisory, consulting firms, industry bodies, or multilateral organizations is preferred. Prior expertise in handling regulatory reforms, legal amendments, process simplification, and stakeholder engagement is desirable.
