Job Overview:

We are seeking an experienced Architect & Former Official from the Directorate of Town & Country Planning (DTCP), Haryana to serve as a Retainer SME - TCP & Building Plan Approvals. The consultant will lead statutory building plan sanctions, zoning compliance, revised plan approvals, and Occupancy Certificate (OC) clearances for high-rise residential, commercial, and township developments across Haryana.

This role requires a deep technical understanding of the Haryana Building Code (HBC), Haryana Development and Regulation of Urban Areas Rules, zoning plans, and the DTCP online portal workflows.

Key Responsibilities:

1. Building Plan Sanctions & Regulatory Approvals:

- Lead end-to-end processing for Building Plan Sanctions, Structural/Architectural Scheme approvals, Revised Building Plans, and Part/Final Occupancy Certificates (OC) from DTCP Haryana.

- Interface directly with the Senior Town Planner (STP), District Town Planner (DTP - Enforcement / Planning), and Chief Architect wings at DTCP Panchkula and regional field offices (Gurugram, Faridabad, etc.).

- Resolve technical queries, scrutiny sheets, non-compoundable deviations, and conditional approvals issued by DTCP building committees.

2. Zoning, FAR & Code Compliance Audits:

- Audit architectural layout plans against the Haryana Building Code (HBC), Haryana Urban Areas Act 1975 rules, Master Plans, and site-specific Architectural Control Sheets.

- Optimize Floor Area Ratio (FAR) calculations (purchasable vs. standard FAR), ground coverage, basement usage, stilt heights, structural/fire setbacks, and green zone allocations prior to formal submissions.

- Review mixed-use zoning, TOD (Transit-Oriented Development) norms, and NILP (New Integrated Licensing Policy) scheme parameters for maximum yield.

3. License & Layout Integration (Non-TCP to TCP Liaison):

- Ensure architectural plans align with the licensed land boundary, sector road alignments, service plan estimates, and external development works (EDC/IDC) guidelines.

- Guide internal project architects and external design consultancies to eliminate structural or layout errors that cause DTCP approval rejections.

Requirements & Qualifications:

- Educational Background: Bachelor of Architecture (B.Arch) / M.Arch / Masters in Urban Planning (M.Plan).

- Ex-Department Background: Retired or former Senior Architect, Assistant Town Planner (ATP), Associate Town Planner, or District Town Planner (DTP) from the Building Wing / Architectural Wing of DTCP Haryana or HSVP (formerly HUDA).

- Technical Mastery: In-depth authority on Haryana Building Code (HBC), zoning regulations, compoundable vs. non-compoundable deviations, and DTCP Haryana e-Services approval pipelines.

- Experience: 15+ years of combined experience in public service (DTCP Building Dept) and real estate project architecture.
