Job Overview:

We are seeking an experienced ex-official from the Haryana Fire & Emergency Services Department to serve as a Retainer SME - Fire Safety & Regulatory Approvals. The consultant will oversee fire prevention schemes, high-rise life safety compliance, and regulatory liaisoning for complex real estate projects across Haryana.

This role focuses strictly on technical code compliance, fire fighting scheme design, and NOC facilitation under the Haryana Fire and Emergency Services Act, 2022 and NBC 2016 (Part-4). (Note: Non-Town & Country Planning (NON-TCP) scope; focuses exclusively on Fire Department approvals, Fire Schemes, and Safety Compliance).

Key Responsibilities:

- Lead end-to-end processing for Provisional Fire NOCs (Fire Scheme Approval) and Final Fire NOCs (Occupancy Clearance) across projects in Haryana.

- Interface directly with the Directorate of Urban Local Bodies (ULB), Divisional Fire Officers (DFO), and Municipal Corporation Fire Wings for plan approvals, joint site inspections, and compliance verifications.

- Mitigate delays, respond to official queries, and manage notice rectifications issued by the Fire Department.

- Audit building layout plans, hydrant rings, automatic sprinkler layouts, smoke management/pressurization systems, and fire lifts against NBC 2016 Part-4 and Haryana Fire Bye-Laws.

- Review and approve Fire Fighting Scheme (FFS) drawings prepared by MEP consultants prior to formal submission to state portals/officials.

- Conduct pre-inspection mock audits at project sites to verify pump house readiness, static water storage, exit travel distances, and operational readiness before official department inspections.

- Guide the project team on annual self-declarations, periodic fire safety audits, and timely renewal of Fire NOCs as per state regulations.

- Advise internal project directors on risk mitigation during structural changes, basement usages, or high-rise height modifications.

Requirements & Qualifications:

- Ex-Department Background: Retired/Former Officer from Haryana Fire & Emergency Services (e.g., Ex-Divisional Fire Officer (DFO), Station Fire Officer (SFO), or Chief Fire Officer (CFO)).

- Technical Mastery: In-depth knowledge of the Haryana Fire and Emergency Services Act, 2022, Haryana Building Code, and NBC 2016 Part 4 (Fire & Life Safety).

- Proven Track Record: At least 15+ years in fire safety administration, building scheme appraisals, and site inspection protocols in Haryana.
