Job Title: Subject Matter Expert - Environmental Clearance and Regulatory Matters

Location: Gurgaon

Job Overview:

We are seeking a highly experienced Subject Matter Expert - Environmental Matters to lead regulatory strategy, risk mitigation, and compliance workflows for our real estate development portfolio. The candidate will act as the principal liaison for matters involving the MoEFCC, SEIAA, SEAC, State Pollution Control Boards (SPCB), and the National Green Tribunal (NGT).

The ideal candidate will have a deep technical understanding of Environmental Impact Assessment (EIA) Notifications, local zoning/planning regulations, and environmental litigations to ensure smooth approval pipelines for residential, commercial, and mixed-use projects.

Key Responsibilities:

1. Environmental Clearance (EC) Strategy and Approvals:

- Lead end-to-end processing for securing Environmental Clearance (EC), Terms of Reference (ToR), and Consent to Establish/Operate (CTE/CTO) from SEIAA, SEAC, and MoEFCC for real estate projects.

- Oversee and audit the preparation of Form 1/1A, Conceptual Plans, EIA/EMP reports, and micro-climate/traffic study evaluations before submission to statutory bodies.

- Drive presentations directly in front of SEAC/SEIAA expert committees for project appraisals.

2. Regulatory Risk Management and NGT Litigation:

- Track, evaluate, and mitigate risks arising from National Green Tribunal (NGT) orders, Supreme Court/High Court judgments, and environmental compliance notices.

- Lead response strategies for NGT show-cause notices, public interest litigations (PILs), site inspection reports, or environmental compensation claims.

- Work alongside internal/external legal counsel to draft technical counter-affidavits and factual compliance reports for court proceedings.

3. Site Environmental Governance and Audits:

- Define parameters for STP/ETP design, zero liquid discharge (ZLD), rainwater harvesting, green cover mapping, waste management systems, and dual piping networks.

- Ensure ongoing post-EC half-yearly compliance reporting (HYCR) to Regional MoEFCC/SEIAA offices.

- Conduct periodic site audits to safeguard project teams from stop-work notices or environmental penal action.

4. Consultant Management:

- Manage third-party NABET/QCI-accredited environmental consulting firms, testing labs, and legal consultants to ensure project deliverables are on time and error-free.

Requirements and Qualifications:

- Education: B.Tech / M.Tech in Environmental Engineering, or Master's in Environmental Science / Legal Studies (Specializing in Environmental Law).

- Experience: 8 - 12 years of hands-on experience handling EC, SEIAA, and NGT compliance for Real Estate/Construction (Category 8a/8b projects).

- Technical Mastery: Deep knowledge of the EIA Notification (2006 and subsequent amendments), Environment (Protection) Act, Air and Water Acts, and NGT jurisprudence.

- Stakeholder Network: Established credibility and direct presentation experience with SEIAA/SEAC committee members and State Pollution Control Boards.
