State Program Manager - City Data & Analytics Platform - NGO

Job Description:

A strategic leader passionate about improving urban governance, enabling data-driven decision-making, and building long-term partnerships with government departments.

This role leads engagement with state governments to drive adoption of a statewide City Data & Analytics Platform.

- Build and manage relationships with senior officials across Urban Development, Housing, Finance, and related departments to drive CDAP adoption.

- Lead end-to-end planning and execution of platform rollout across states, including timelines, deliverables, reporting, and coordination.

- Navigate complex government ecosystems, identify champions, build consensus, and ensure institutionalization of data-driven decision-making.

- Collaborate with internal data science, technology, research, and policy teams to align CDAP features with state priorities.

- Conduct workshops, training sessions, and demonstrations to strengthen data literacy among state and city officials.

- Work with states to identify analytical needs, translate requirements into actionable dashboards and insights.

- Represent the platform at state/national forums, partner with donors, knowledge institutions, and ecosystem stakeholders.

- Support MoUs, project charters, work plans, and create knowledge assets showcasing state-level impact.

Job Requirements:

- 15+ years total experience with strong exposure to government engagement and public sector programs.

- Proven experience working with state-level administrative systems, missions, or digital governance.

- Strong understanding of urban development, public policy, or data-driven governance.

- Demonstrated ability to manage multi-stakeholder programs across govt., NGOs, and private sector.

- Strategic thinking + ability to translate data insights into governance outcomes.

- Excellent communication, relationship building, and negotiation skills.

- Comfort working across multidisciplinary teams.
