Description:

JD: State Program Lead - Bihar Government Project

Leap 300: Non-Governmental Organisation (NGO)

An extremely rare large-scale human-impact + cutting-edge technology exposure opportunity for a sharp, high-ownership operations and project management professional to drive government-led poverty alleviation efforts in partnership with the Bihar Government.

Leap 300 has pioneered a high-tech, low-touch model to alleviate extreme poverty (<$2/Day), with outstanding pilot results. We are now implementing this model in partnership with the Bihar government, and we're looking for a strong leader to oversee this mission-critical project from end to end.

Mission for the Role:

Execute the best-in-the-world government-led rural entrepreneurship program to alleviate poverty in Bihar.

The Role:

The State Program Lead will be the single-point owner, representing Leap300 in Bihar, overseeing execution of the Leap 300 program through on-ground partner teams and ensuring high-quality delivery. You'll work at the intersection of government systems, technology-enabled interventions, and last-mile impact. While the program will be executed by government teams, you'll be responsible for ensuring that everything runs like clockwork: from field-level execution to leadership-level alignment.

Key Responsibilities:

- Ensure Seamless Execution: Monitor on-ground activities to ensure the program is functioning as intended; troubleshoot and intervene wherever needed.

- Stakeholder Management: Build strong relationships with Bihar Jeevika SJY team, officers, and senior bureaucrats.

- Structured Reviews: Conduct weekly check-ins with field staff and monthly meetings with leadership to drive accountability and learning.

- Drive Continuous Improvement: Regularly assess the program's effectiveness and design course corrections for stronger outcomes.

- Field Visits: Regular travel to the field to understand challenges first-hand and stay grounded in the realities of implementation.

- Re-train as needed: Identify capacity gaps among the implementation team and conduct refreshers or support interventions to close them.

Profile:

- Experience: 4-5 years of experience in high-quality execution environments (e.g., consulting, startups, operations roles).

- Track Record of Ownership: You've independently owned complex projects and have a "whatever it takes" approach to outcomes.

- Structured Thinking & Problem Solving: You bring clarity to chaos and can make effective decisions with incomplete information.

- Strong Communication & Relationship Skills: You can earn the trust of both senior bureaucrats and field-level staff alike.

- Empathy & Mission Orientation: You care deeply about impacting lives at scale and are willing to go deep to make it happen.

Location:

Full-time role based out of Patna - Bihar, with need-based travel across field sites in Bihar.

Company Values:

Frugality, Focus, Obsession, Long-Term-ism

Backed by a highly reputed board, this is a rare opportunity to combine systems-level scale with deep grassroots impact.
