Job Summary:
We are looking for an experienced Senior Manager Purchase (IVD Raw Material Sourcing) to lead the strategic and operational procurement of raw materials used in the manufacturing of In Vitro Diagnostic (IVD) reagents, kits, and consumables. The role requires expertise in sourcing critical biological, chemical, and laboratory consumables from domestic and international suppliers while ensuring quality, regulatory compliance, cost optimization, and uninterrupted material availability.
The ideal candidate should possess strong knowledge of the IVD, life sciences, biotechnology, diagnostics, or pharmaceutical procurement ecosystem and have experience in vendor development, import procurement, and regulatory documentation.
Key Responsibilities:
Strategic Procurement:
- Develop and execute sourcing strategies for IVD raw materials.
- Identify, evaluate, and onboard domestic and global suppliers.
- Ensure uninterrupted availability of critical raw materials.
- Build long-term strategic supplier partnerships.
- Lead procurement planning aligned with production forecasts and new product launches.
Raw Material Procurement:
- Responsible for sourcing biological materials, chemical raw materials, molecular diagnostic materials, laboratory consumables, and packaging materials.
Supplier Development:
- Develop alternate sources for critical imported materials.
- Conduct supplier capability assessments and audits.
- Evaluate supplier quality systems.
- Negotiate commercial agreements and annual contracts.
- Monitor supplier performance using KPIs.
International Procurement:
- Handle procurement from Europe, USA, Japan, Korea, China, and other global markets.
- Coordinate with overseas suppliers for quotations, technical documentation, and shipment schedules.
- Manage import documentation including: Commercial Invoice, Packing List, Certificate of Analysis (CoA), Certificate of Origin, MSDS/SDS, Import Licenses.
- Work closely with CHA, freight forwarders, and logistics partners.
Cost Management:
- Drive annual cost reduction initiatives.
- Conduct spend analysis and supplier benchmarking.
- Lead commercial negotiations.
- Improve payment terms and inventory carrying costs.
- Identify localization opportunities for imported materials.
Inventory & Planning:
- Collaborate with Production Planning, R&D, and Quality teams.
- Maintain optimum inventory levels.
- Reduce stock-outs and excess inventory.
- Manage safety stock for long lead-time imported materials.
Cross Functional Coordination:
- Work closely with: R&D, Quality Assurance, Quality Control, Manufacturing, Regulatory Affairs, Finance, Warehouse, Logistics.
Regulatory & Compliance:
- Ensure procurement complies with: ISO 13485, GMP, IVDR, CDSCO Guidelines, FDA requirements (where applicable), Supplier qualification procedures, Change Control Management.
Vendor Management:
- Vendor identification and qualification.
- Supplier performance monitoring.
- Annual supplier evaluations.
- Vendor audits.
- Risk assessment.
- Supplier development initiatives.
- Alternate vendor creation.
Documentation:
- Purchase Orders, Annual Rate Contracts, Supplier Agreements, Vendor Qualification Documents, Supplier Audit Reports, Import Documentation, Cost Saving Reports, MIS Reports, Procurement Dashboards.
KPI / Key Performance Indicators:
- On-time material availability, Supplier OTIF (On-Time In-Full), Procurement cost savings, Purchase price variance (PPV), Inventory turns, Vendor quality performance, Supplier lead time reduction, Alternate supplier development, Purchase cycle time, Import shipment adherence, Stock-out incidents, Procurement compliance.
Desired Candidate Profile:
Education:
- Bachelor's Degree in Biotechnology, Microbiology, Biochemistry, Life Sciences, Chemical Engineering, Pharmacy, or a related field.
- MBA in Supply Chain / Materials Management / Operations is preferred.
Experience:
- 15+ years in procurement, with at least 5 years in sourcing IVD, diagnostics, biotechnology, or life sciences raw materials.
- Experience in international sourcing and import procurement.
- Strong understanding of regulated manufacturing environments.
Technical Skills:
- Strategic sourcing, Global vendor development, Contract negotiation, SAP MM / ERP systems, Import procurement, Cost analysis, Inventory management, Excel and MIS reporting, Supply chain planning, Risk management.
