Position Overview:
- The role holder will be responsible for overseeing the complete bid management process for government contracts.
- This role requires expertise in identifying, analysing, and responding to government tenders while coordinating with internal departments to ensure compliant and competitive bid submissions.
Key Responsibilities:
- Monitor and identify relevant government tenders from designated portals including GeM (Government e-Marketplace), CPPP (Central Public Procurement Portal), and other state-specific procurement platforms
- Analyse tender documents thoroughly to understand requirements, scope of work, terms and conditions, and qualification parameters
- Develop comprehensive bid strategies in alignment with company capabilities and goals
- Lead the bid preparation process including documentation, pricing strategy, business case preparation and due approvals from the Chief Commercial Officer and compliance requirements
- Coordinate with Technical, Finance, and Legal departments to gather necessary inputs and ensure all aspects of the bid are addressed
- Prepare and review technical proposals, financial proposals, and compliance documents
- Ensure timely submission of bids with all required documents and certifications
- Maintain accurate records of all bid submissions and their status
- Participate in pre-bid meetings and clarification sessions with government agencies
- Analyse bid results and prepare post-bid reports for management review
- Stay updated on government procurement policies and regulatory changes that may impact bidding processes
Requirements:
Required Qualifications:
- Bachelor's degree in Business Administration, Engineering, or related field (MBA preferred)
- 5+ years of experience in bid management, preferably in the ISP / telecom or IT sector
- Proven track record of successful government bid submissions in India
- In-depth knowledge of government procurement processes and platforms
- Strong understanding of technical requirements related to internet/telecom services
- Excellent analytical and problem-solving skills
- Exceptional attention to detail and documentation skills
- Proficiency in MS Office suite and bid management tools
- Fluency in English and Hindi; knowledge of regional languages is an advantage
Preferred Skills:
- Experience with telecom/ISP industry government contracts
- Knowledge of TRAI regulations and telecom licensing requirements
- Understanding of public sector decision-making processes
- Familiarity with digital signature certificates and e-tendering processes
- Experience with bid management software and tools
