Area Project Procurement Manager - Strategic Sourcing & Project Delivery
Purpose
The Area Project Procurement Manager is responsible for providing strategic commercial leadership and end-to-end procurement management for complex projects within a defined geographical area. This role focuses on maximizing project profitability, ensuring supplier performance, mitigating commercial risks, and driving compliance through expert negotiation, contract management, and strategic sourcing throughout the project lifecycle.
Responsibilities
Project Procurement Strategy and Management:
- Develop and execute comprehensive project-specific procurement strategies that align with overall project timelines, budget constraints, and delivery objectives.
- Manage all procurement activities from initial planning through final contract closeout.
Strategic Sourcing and Vendor Management:
- Lead complex strategic sourcing initiatives for critical project materials and services.
- Identify, qualify, select, and develop key suppliers and subcontractors.
- Implement robust Vendor Management frameworks to monitor performance, manage relationships, and drive continuous improvement.
Contract Management:
- Draft, review, negotiate, and execute high-value contracts and agreements, ensuring favorable terms, risk mitigation, and compliance with legal and company standards.
- Manage contract variations and claims during execution.
Commercial and Financial Oversight:
- Drive commercial value for projects by conducting detailed Product Costing analysis and challenging supplier pricing.
- Work closely with finance and project teams to manage cash flow related to procurement and ensure cost predictability.
Analytics and Reporting:
- Establish and utilize rigorous analytics and reporting mechanisms to track procurement KPIs, forecast project spend, report on cost variances, and provide actionable insights to senior management.
Process and Tooling:
- Ensure consistent adherence to global Purchasing Tools and Processes. Drive adoption of digital procurement tools to enhance transactional efficiency and transparency.
Negotiation:
- Lead all high-stakes negotiation activities with key suppliers and subcontractors to secure optimal pricing, favorable payment terms, and robust performance guarantees.
Education
Bachelor's degree in Business Administration, Supply Chain Management, or Finance is required.
Master's degree (MBA or equivalent) or professional certifications (e.g., CPSM, CIPS) are highly preferred.
Functional Competencies
- Commercial: Deep understanding of commercial terms, total cost of ownership (TCO), and financial analysis in a project-based environment.
- Analytics and Reporting: Advanced proficiency in data analysis, financial modeling, and using reporting tools to manage spend and identify savings opportunities.
- Project Procurement Strategy and Management: Proven ability to manage complex procurement needs within tight project deadlines and scope constraints.
- Purchasing Tools and Processes: Expertise in utilizing enterprise-level procurement and ERP systems (e.g., SAP Ariba, Oracle Cloud).
- Strategic Sourcing and Vendor Management: Demonstrated success in developing global sourcing strategies and managing a critical supplier base.
- Contract Management: Expert knowledge of contract law principles and experience managing complex, high-value contracts (e.g., FIDIC, bespoke agreements).
- Negotiation: Expert-level, results-driven negotiation skills across commercial and technical scopes.
- Product Costing: Ability to perform detailed bottom-up and top-down cost analysis.
