Regulatory Manager

Experience: 5+ Yrs

Location: Pune & Mumbai

Job Purpose:

- To manage end-to-end regulatory approvals, statutory clearances, and grid interconnection processes for renewable energy projects, ensuring timely commissioning, compliance with applicable regulations, and seamless coordination with transmission and distribution utilities.

Key Responsibilities:

1. Grid Connectivity & Power Evacuation (MSETCL / STU) :


- Obtain Grid Connectivity Approval, Feasibility Study, and Connection Agreements

- Coordinate Site Responsibility Schedule (SRS) and Work Completion Reports

- Manage Final Grid Connectivity and SLDC synchronization approvals

- Handle reimbursement of commitment fees and related commercial coordination

- Liaison with STU officials for bays, substations, TL and evacuation schemes

2. Distribution Utility & Commissioning Approvals (MSEDCL / DISCOM) :

- SEM metering approvals (Format I, II, III) for Open Access projects

- Metering specification approval for large-scale projects

- Manage STOA / MTOA / LTOA approvals and amendments

- Coordinate startup power, billing adjustments under PPA

- Obtain Permission to Commission (PTC)

- Support commissioning activities with field officers and testing agencies

- Secure Commissioning Certificates and required NOCs

3. MEDA & Renewable Regulatory Compliance :

- Project registration with MEDA

- Grid connectivity and scheme-specific approvals

- Compliance with state renewable policies and incentives

- Regular coordination for amendments, extensions, and post-COD compliance

4. CEIG & Electrical Inspectorate :

- Approval of project drawings and layouts for Transmission Lines, Bays, PSS, USS

- Obtain charging permissions for TL, bays, substations, and plants

- Coordinate inspections and address observations till final approval

5. Financial & Regulatory Affairs :

Support regulatory matters related to:

- Power Purchase Agreements (PPA)

- Open Access & Third-Party Sale

- Wheeling & Banking Agreements

- Coordination with SLDCs, DISCOMs, and utilities on regulatory filings

- Support audits, compliance reports, and regulatory submissions

6. Liaison with Statutory & Local Authorities:

Coordinate approvals / NOCs from:

- Forest Department

- PWD Department

- Railway Department

- PTCC Body

- Municipal Corporation

- Gram Panchayat

- Geology & Mining Department

- Highway Authorities

7. Documentation & Compliance:

- Maintain approval trackers, regulatory timelines, and MIS reports

- Draft and review official correspondence, applications, and affidavits

- Ensure statutory compliance before COD and during operations

- Support dispute resolution and regulatory clarifications

Key Skills & Competencies:

- Strong understanding of Indian power sector regulations

- Hands-on experience with MSETCL / MSEDCL / MEDA / CEIG / SLDC

- Excellent liaison and stakeholder management skills

- Strong documentation, drafting, and coordination abilities

- Ability to work under regulatory deadlines and commissioning pressure

Educational Qualification:

Diploma / B.E. / B.Tech (Electrical / Power / Energy preferred)

MBA / PGDM (Power / Infrastructure / Regulatory - preferred)

Experience:

- 8-12 years of experience in regulatory approvals for:

a. Renewable energy projects (Solar / Wind / Hybrid)

b. Transmission & distribution coordination

c. Open Access and PPA-based projects
