Role Overview
Responsible for leading and overseeing the Quality Management System (QMS) across all road construction projects, ensuring that planning, construction, inspection, and documentation processes meet or exceed established industry and regulatory standards. Drives quality performance and continuous improvement through robust QAQC processes, internal and external audits, and effective resource allocation. Facilitates training initiatives, manages corrective actions, and escalates critical quality issues to senior management for timely decisions and resolutions.
Responsibilities:
Quality Management System:
- Lead the advancement of quality performance and continuous improvements across all road infrastructure projects.
- Direct the development, implementation, and maintenance of the QMS, ensuring planning, construction, inspection, and documentation activities comply with all applicable standards and regulations.
- Coordinate internal and external audits to maintain QMS effectiveness and ensure efficient construction processes.
- Develop and oversee QAQC budgets, ensuring optimal resource allocation and utilization.
- Supervise day-to-day operations of the Site Quality team, ensuring all tasks are executed to the highest professional and technical standards.
Personnel Leadership and Development:
- Coordinate QAQC team responsibilities and work schedules to maximize operational efficiency.
- Identify and address certification, competency, and ongoing training requirements for QAQC personnel, promoting a culture of continuous improvement.
- Provide mentorship and strategic guidance to quality teams to enhance capabilities and drive superior project outcomes.
Contract Management and Compliance:
- Set and enforce quality and service standards for internal teams and external stakeholders, ensuring strict adherence to project specifications and regulatory requirements.
- Oversee the evaluation and approval of contractors and suppliers, maintaining a robust Approved Source/Manufacturer List in collaboration with relevant internal departments.
- Select and manage Third-Party Inspection (TPI) agencies and finalize Internal Control Procedures (ICP) to ensure compliance and operational integrity.
Training Initiatives and Corrective Measures:
- Identify training needs among all project stakeholders and coordinate with HR (as needed) to deliver targeted programs that address compliance gaps and reinforce best construction practices.
- Establish and manage a comprehensive non-conformance reporting system, including root-cause analysis and the implementation of Corrective and Preventive Actions (CAPA) to mitigate recurring risks.
Quality Assurance Enhancement and Reporting:
- Escalate critical quality issues to senior management for informed decision-making and prompt resolution.
- Conduct quarterly Management Review Meetings (MRMs) focused on quality objectives, performance, and process improvement measures.
- Oversee the preparation and distribution of customer requirements, quality objectives, and Project Quality Plans (PQP) to ensure alignment with client expectations.
- Ensure proper documentation and availability of quality records, including ITPs, MQPs, checklists, and related formats.
- Schedule and conduct inspections according to project timelines and organize surveillance activities to enforce compliance and best practices across all sites.
- Drive the adoption of innovative technologies and establish site-specific Quality Compliance Factors (QCF) to elevate quality standards consistently.
