Role Overview
The Project Administration / Industrial Relations (IR) Lead is a critical site-based role requiring a Graduate & Above qualification and extensive experience ranging from 5 to 20 years in managing construction site operations.
The primary Purpose is to effectively handle Project Administration and Industrial Relations functions at project sites, which may be located anywhere in India or the Middle East.
This role demands deep knowledge of labor laws, strong stakeholder management skills, and meticulous attention to site compliance and worker welfare.
Job Summary
We are seeking a highly experienced professional (5-20 years) to lead Project Administration and Industrial Relations for large-scale construction sites. The role is responsible for ensuring 100% statutory compliance, maintaining a disruption-free work environment, and managing the entire workmen lifecycle (induction, grievance handling, habitat management). The successful candidate will be the key liaison with labor departments, government authorities, and local stakeholders, while also overseeing site facilities, security, and administrative functions.
Key Responsibilities and Technical Deliverables
Workmen Management and Welfare:
- Oversee the full lifecycle of project workers, including the Screening and induction of workers in compliance with project and statutory requirements.
- Establish and manage high-standard workmen habitats ensuring all basic amenities, strict hygiene standards, and safety protocols are met.
- Implement and execute systematic procedures for Handling worker complaints and grievances, aiming for swift and fair resolution to maintain a positive IR climate.
- Organize and manage targeted training and development programs for workers focused on safety, skill enhancement, and compliance awareness.
Statutory Compliance and Legal Governance:
- Ensure 100% compliance with all applicable laws related to construction projects, including central and state-specific labor laws (e.g., Contract Labour Act, Minimum Wages Act).
- Mandatorily manage the process of Obtaining registrations, licenses, and statutory approvals required for site operations from relevant government authorities.
- Systematically maintain all statutory records and registers as mandated by law, ensuring they are always audit-ready.
- Handle the accurate and timely Filing statutory returns (e.g., labour returns, contract labor details).
- Ensure timely compliance and administration of social security benefits (PF, ESI, Welfare Fund, etc.) for all applicable workers and staff.
Stakeholder Management and Industrial Relations (IR):
- Actively manage the IR landscape to ensure smooth work progress with zero disruption at the site due to labor or local issues.
- Lead efforts in Managing local issues and maintaining positive relations with surrounding communities and local authorities.
- Networking and liaising with Labour Departments, government authorities, clients, and other key stakeholders to facilitate smooth operations and represent the company's interests.
Site Facilities Management and Administration:
- Oversee and manage comprehensive site office administration, including managing budgets, supplies, and office services.
- Coordinate efficient and compliant transport arrangements for staff and workers.
- Manage and supervise security deployment, housekeeping, and related services to maintain site safety, cleanliness, and operational efficiency.
Other Responsibilities:
- Handle any other critical Project Administration / HR / IRrelated matters as required by project leadership or corporate mandate.
Mandatory Skills & Qualifications
- Experience: 5 - 20 years of relevant experience.
- Qualification: Post Graduate.
- Core Function: Expertise in Project Administration and Industrial Relations (IR) functions at construction sites.
- Legal: Deep knowledge of Statutory Compliance and labor laws applicable to construction projects.
- Management: Proven ability in Workmen Management (welfare, grievance handling) and Stakeholder Management (government, client, local authorities).
Preferred Skills
- Post-graduate qualification in HR/IR or Social Work.
- Experience managing large workforce strengths (1,000+ workers).
- Prior exposure to construction projects in the Middle East.
- Strong proficiency in local languages pertinent to the project location.
