
1. Project Leadership & Governance
- Provide overall leadership, vision, and direction for the planning, design, and construction of the cable-stayed bridge.
- Establish governance structures, reporting mechanisms, and decision-making protocols.
- Ensure compliance with contractual obligations, statutory requirements, codes, and safety standards.
- Act as the principal point of contact between the client, JV partners, consultants, contractors, and government agencies.
2. Strategic Planning & Execution
- Develop and implement the Project Execution Plan (PEP), including scope, schedule, cost, quality, safety, and risk strategies.
- Approve construction methodologies, erection sequences, and cable-stay installation strategies.
- Oversee procurement planning for critical components (stay cables, pylons, deck segments, anchor systems, bearings, etc.).
- Monitor progress and adjust strategies to ensure timely delivery.
3. Design Management
- Lead coordination between designer, independent proof-checker, and construction teams.
Review and approve key design submissions, including:
- Pylon geometry
- Cable arrangement and stays' tensioning strategy
- Deck and segmental erection scheme
- Foundation design and geotechnical solutions
- Ensure design optimization, constructability, and value engineering opportunities are identified and implemented.
4. Construction Oversight
Monitor execution of major bridge elements:
- Deep foundations (piles/caissons)
- Pylon construction (self-climbing formwork)
- Stay cable installation and stressing
- Segmental deck erection (launching girder, balanced cantilever, or crane lifts)
- Bearings and expansion joint installation
- Resolve high-impact technical issues promptly.
- Ensure adherence to safety protocols, work sequencing, and quality standards.
- Approve method statements, lifting plans, temporary works, and erection equipment.
5. Contract & Commercial Management
- Oversee all contractual communications, variations, claims, and dispute resolution.
- Review and approve contractor invoices, progress payments, and financial forecasts.
- Ensure cost control, budget adherence, and transparent reporting to stakeholders.
- Manage relationships with subcontractors, suppliers, and design partners.
6. Risk, Safety & Quality Management
Lead the development and implementation of:
- Risk Management Plan
- Quality Assurance/Quality Control Plan (QA/QC)
- Health, Safety & Environment (HSE) Management Plan
- Ensure rigorous inspections, non-conformity resolution, and audit compliance.
- Drive incident-free workplace culture.
7. Stakeholder, Government & Public Interface
- Represent the project in meetings with government authorities, regulatory bodies, and public stakeholders.
- Manage environmental clearances, right-of-way issues, utilities relocation, and community communication.
- Address stakeholder concerns proactively and transparently.
8. Team Management & Development
- Build and lead a multidisciplinary team (design, construction, QA/QC, HSE, procurement, contracts).
- Facilitate collaboration between internal and external stakeholders.
- Ensure proper resource allocation and capability development.
9. Reporting & Documentation
Ensure timely preparation of:
- Monthly progress reports
- Budget/cost reports
- Safety & quality reports
- Technical submissions and approvals
- Provide executive-level briefings to senior management and client representatives.
10. Project Closeout & Handover
- Oversee final inspections, load testing, as-built documentation, and O&M manual preparation.
- Ensure smooth commissioning and handover to the operations/maintenance authority.
- Lead lessons-learned workshops for continuous improvement.
