Resident Program Manager - GovTech Solutions
Experience: 8-15 Years Role
Summary Luminous Infoways is seeking a mature and proactive Resident Program Manager to lead the on-ground implementation of our state-wide Project Monitoring and Citizen Engagement Platform.
Based in Bhubaneswar, you will be the face of the company, working directly within government offices to bridge the gap between our technology and the officials who use it. Your mission is to move this project from "software" to "success" by building high-level trust, ensuring smooth day-to-day operations, and making sure the platform truly helps the government serve citizens better.
Key Responsibilities:
- Take full ownership of the project at the client site, ensuring all software features are rolled out and functioning as promised across the state. Act as the primary advisor and partner to senior government leaders, including Secretaries and Commissioners, helping them use data to make better decisions. Drive "Platform Adoption" by training government staff, gathering their feedback, and making sure the system becomes an essential part of their daily work.
- Maintain a "Zero Escalation" environment by spotting potential issues early and solving them before they become formal complaints. Represent the company with professionalism and integrity, ensuring Luminous Infoways is seen as a long-term partner rather than just a vendor. Identify ways the platform can be used in other departments, helping to expand our impact and presence within the state.
- Translate complex government needs into simple instructions for our technical team to ensure the software stays relevant to the client. Oversee the transition from manual files to digital dashboards, ensuring the data is accurate, secure, and easy for officials to understand.
- Conduct regular progress meetings and impact presentations to show how the platform is improving government transparency and efficiency.
Required Skills & Experience:
- 8-15 years of experience in managing large-scale projects, specifically those involving Government or Public Sector (PSU) departments.
- Exceptional communication and presentation skillsyou must be comfortable speaking to high-ranking officials and large groups alike. A strong "ownership" mindset; you are someone who doesn't wait for instructions but takes the initiative to get things done.
- A clear understanding of how government offices function, including the hierarchy, decision-making processes, and administrative workflows.
- Experience in "Digital Governance," with a passion for using technology to solve social or administrative challenges. The ability to manage multiple tasks and departments at once while maintaining high attention to detail.
- Strong problem-solving skills and the emotional intelligence needed to navigate a multi-stakeholder government environment. Preferred Skills Deep familiarity with the working culture and administrative landscape of Odisha.
- Experience in leading "Change Management"the ability to help people feel comfortable moving from old ways of working to new, digital tools. A background in business development or account management, with a knack for spotting new opportunities for growth.
- Formal project management training or certifications (like PMP) that demonstrate a structured approach to delivery. High energy and a proactive attitude toward solving bottlenecks in a bureaucratic environment.
