Program Manager - Data Privacy & Security

Title: Program Manager for Data Privacy and Security Program

Overview:

- We are looking for a Program Manager who is responsible for overseeing and coordinating the Data Privacy and Security Program at the The Centre of Data for Public Good (CDPG), FSID, IISc. The program aims at using diverse set of technologies from the Privacy and Security Enhancing Stack, such as Differential Privacy, Trusted Execution Environments (TEE), Secure Multiparty Compute (SMPC), Homomorphic Encryptions, Federated Learning etc., to protect privacy and security of sensitive data.

- The program aims at creating digital public infrastructure assets, including but not limited to Open Source Code, Data Platforms, Deployable Use cases etc., that enables one to unlock the potential in the sensitive data without compromising the privacy and security.

Roles and Responsibilities:

Program Execution:

- Coordination of projects to ensure timely delivery of planned milestones

- Coordination with collaborating agencies and institutions to ensure delivery of components required for the downstream integration activities

Resource planning:

- Incorporate any changes in the roadmap and planning as per feedback received from Funding agencies, Steering committees etc.

- Quality Assurance as per organizational standards and best practices

- Manage changes in the overall scope or objectives of various projects

Stakeholder Management:

- Primary point of contact with funding agencies: Provide regular status updates, Fund release follow up, buy-in for any changes etc.

- Ensure that the expectations of the various funding agencies are managed well

- Primary point of contact with collaborating agencies, development partners to manage tasks and deliverable alignment with the overall program objectives

- Provide strong leadership in the areas of Team skill development, inter-team communications, conflict resolutions etc. to ensure growth and success of the program

- The Program Manager's role is both strategic and operational, requiring a blend of leadership, communication, and technical skills to successfully deliver complex, high-impact programs.

Skill Set Requirements:

- For this role the expertise required extends beyond general privacy and security knowledge to include specialized understanding of Privacy Enhancing Technologies and the complexities of implementing these.

- Understanding of Privacy Enhancing Technologies

- Strong knowledge of privacy enhancing technologies including but not limited to Confidential compute using Trusted Execution Environments, Differential Privacy, General Anonymization techniques such as K-Anonymity etc., Secure Multiparty Compute (SMPC), Federated Learning, Homomorphic Encryptions.

- Experience in how some of these technologies are being applied in real world applications and various use case scenarios

- Familiarity in technical implementation status of different technologies including basic algorithms, open-source frameworks and tools used in implementing these technologies

- Knowledge of general security and privacy engineering

- Strong technical background in data security best practices and their integration in the data stack (API security best practices, Cloud security best practices etc.)

- Knowledge of privacy regulations: GDPR, India DPDP Act, HIPAA etc.

- Strong knowledge in the area of PKI and Key management

- Knowledge in Data Access Controls

- Program Management

- Experience in program management involving multiple projects and stakeholders

- Experience in partner/vendor management

- Experience in research projects involving prototyping and pilots. Prototyping experience with some PET stack technologies (mentioned above) is a big plus.

- Research and Innovation management experience is a big plus

Experience and Educational Qualifications:

- 12-15 yrs of work experience in the IT domain. At least 5-7 yrs of technical experience in Privacy and Security Engineering or a similar area with a track record of creating software products.

- A minimum of 5-7 years of experience in Project/Program management with team sizes ranging from 20-30 people.

Education: Masters/PhD in CS/Electrical or related field
