Graduate degree in Computer Science, Statistics, Informatics, Information Systems or another quantitative field

Proven working experience:

- Experience working with government health programs, supply chain, diagnostics, public health systems.

- Technical Expertise in Plotly Dash Python, Flask, Data Models, Open Source Dashboards, DB design development, Data mining, data segregation techniques, Predictive Data Analytics, Data migration and data pipelining, Realtime Data Processing through API, Open source Dashboard development, Reports Automation.

- Strong knowledge in Python, Open Source web application development, Databases (MySQL etc), Programming (ETL Framework, JavaScript etc), Object-Oriented Programming (OOP).

- Knowledge of statistics and experience in using statistical packages

- Strong analytical skills with the ability to collect, organise, analyse and disseminate significant amount of data with attention to detail and accuracy

- Proficiency in DHIS2 for data collection, management, and analytics.

- Experience in implementing DHIS2-based solutions for health data management.

- Knowledge of DHIS2 data models, reporting, and dashboard creation.

Working with Stakeholders:

- Meet and work with district magistrates (DMs), district health officials, and other government staff.

- Visit government offices and health centres when needed to discuss data and support program activities.

- Communicate clearly and respectfully with all levels of staff and officials.

Key Roles/Responsibilities:

- Interpreting data, analysing result using statistical technique and visualising the data by making it open source.

- Creating and deploying dashboards using Python, with a focus on DHIS2 integration.

- Able to create dashboard boards using python, developing and deploying. Data analysis, data collection system and other strategy that optimizes statistical efficiency and quality.

- Capable in building and implementing Predictive Machine learning models using Supervised ML techniques.

- Acquire data from primary and secondary data sources and maintain databases/systems

- Identify, analyse and interpret trends or patterns in complex data sets

- Filter and clean data by reviewing reports

- Work with management to prioritize business and information needs

- Locate and define new process improvement opportunities

Additional Skills:

Stakeholder Management:

- Able to work well with government officials, including DMs and district health staff.

- Willing to travel to district and block offices for meetings and program support.

- Strong communication and people skills.

Domain Knowledge:

- Good understanding of Bihars public healthcare system, including government programs and challenges.

- Knowledge of public health supply chain, diagnostics, and blood bank work.
