Experience required: - Over 5-8 years of progressively responsible professional experience in managing MLE/ M&E vertical of any Public Health/ Development Program of preferably any International NGO. - Substantive knowledge and experience in undertaking strategic and programme reviews, evaluations and critical research Skill and Competencies: - Should have good IT skills, including experience in the use of MS suite and advanced skills in statistical Data Analysis Software like STATA/ SPSS; Data Entry Software like Kobo Toolbox/ CS Pro and Geographical Mapping/Visualization software like ArcGIS and Power-BI etc. - An excellent interpersonal, written, and oral communication skills; able to communicate technical concepts effectively with non-experts/ program team. - Should have excellent drafting and report-writing skills, as well as research and analytical skills and ability to produce succinct and concise briefs and specific pieces of work. - Ability to handle and analyse big datasets, secondary data analysis and designing and undertaking cross sectional field surveys. - Demonstrated ability to work effectively with program colleagues as well as senior govt officials and project partners. About the Role and Responsibilities The Manager CML, under the supervision of Chief of Party (CoP), will be responsible for the following tasks: - In consultation with the program team, conceptualize and design M&E frameworks and project MIS Components - Develop and maintain systems for 'program quality assessment'' Develop data collection tools for BCC session rollout observations, exit interviews with SHG members to assess knowledge retention and project outcomes and assess the effectiveness of Governments cadres' training. - Design sampling plan for 'program quality assessment.' Ensure timely data collection. - Lead in conducting 'Intervention Efficacy Testing' and provide need-based support in implementing other studies. Develop quantitative and qualitative data collection tools for different thematic areas and oversee the overall data collection process, ensuring data quality. - Prepare sampling design and develop analysis plan for efficacy testing surveys in commensurate with the survey objectives, design, and associated research questionnaires. - Identification & compliance of all required project MIS indicators & other data, including individual beneficiary demographic data in line with project agreements & donor reporting. - Design & maintain project MIS by providing ongoing technical oversight & support to the field team in data collection process, collation and creating customized analysis for review and reporting. - Develop and implement system for MIS data validation. Ensure timely and quality data collection on MIS validation. - Develop & manage systems to monitor the quality of data submitted by field teams that includes regular site visits & random sampling of records to ensure quality of data reported. - Establishing protocol for data entry & database management that clearly defines roles & responsibilities for data entry, running repots, data analysis and quality assurance. - Accomplish quantitative analytical needs using standard Statistical Packages such as SPSS, including preparation of tabulation plan, cleaning of datasets, performing descriptive and inferential statistical analysis. - Develop and maintain systems to analyse information on inputs, outputs, outcomes, and impact of the program with efficient feedback loops. - Ensure that the project/s complies with IRB guidelines. - Lead the process of hiring and periodical capacity building of project CML team. - Design a robust dissemination mechanism to periodically share M&E results with key stakeholders such as program team and Government counterparts. Generate user friendly dashboards, and PPT reports to share M&E results and feedback. - Facilitate a learning environment based on M&E results leading to evidence-based programming. - Coordination with the program team, participation in program/project planning meetings, and other strategic meetings as needed or as advised by the supervisor - Participate in relevant M&E Working Groups, M&E conferences, "list serves", and other effective networking mechanisms About the Project 1. Prerna Technical Support Program (PTSP) PTSP is the Technical Assistance (TA) project with the support of the Bill and Melinda Gates Foundation (BMGF) to strengthen Uttar Pradesh State Rural Livelihood Mission (UPSRLM) in its core areas as well as in the emerging areas of health and nutrition (HN). The overall support entails- co-creation of a strategy with UPSRLM for system strengthening of UPSRLM in its core business areas and integration of Health & Nutrition (HN); strengthening UPSRLM's internal system, structures, institutional mechanisms and concomitant processes, and strengthening and mobilizing the community institutions of UPSRLM in its core business areas; providing technical know-how to the UPSRLM for building HN strategy and designing strategic interventions on HN integration. 2. Take Home Ration PCI India is providing Technical Assistance (TA) support to one of the key programs of Government of Uttar Pradesh - All Self-Help Group (SHG) women led production and distribution of Take-Home Ration (THR) Nutri Enterprises. PCI in collaboration with UN World Food Program (UN WFP) has assisted in the establishment of two production units, one in each of Unnao and Fatehpur, as a proof of concept. The state has a target to setup 204 THR units spread across 43 districts, 403 Blocks and ~99,000 Anganwadi Centers (AWC). PCI is keen on ensuring viability and efficiency of these enterprises by developing three Food Processing Enterprises as Centers of Excellence (CoE), which will serve as learning and immersion sites for other units. PCI is also strengthening and streamlining the systems and processes of UPSRLM, by developing and integrating Knowledge Management System and Enterprise Resource Planning (ERP) systems to efficiently manage the initiative. 3. Decentralized Renewable Energy solutions for THR enterprises PCI India in collaboration with DRE experts had demonstrated the effectiveness of transitioning 3 THR enterprises in the state to clean energy solutions - Solar enabled THR enterprises. Based on the positive results of the DRE transitioning in terms of enhanced production efficiency the Government has advised PCI to support in transitioning of all 201remaining THR enterprises with solar solutions. PCI India has been providing Technical Assistance support to Government for this initiative. 4. Weave Plus Mubarakpur a small town located in the administrative district Azamgarh, Uttar Pradesh, India is an ancient handloom cluster with fine silk weaving being practiced since 14th century. Mubarakpur is known as the village of weavers and is famous for making pure silk saris with zari work (a type of gold thread used decoratively on Indian clothing). Mubarakpur in Uttar Pradesh is world renowned for silk sarees of the highest quality. Mubarakpur is dominated with weavers and majority of them are women. Major economic activity of the cluster is weaving which constitutes around 80%. For securing rights and entitlements of women handloom workers Project Concern International (PCI) by virtue of its deep engagement with Government of Uttar Pradesh (GoUP) has been working on three interventions for ~ 1200 women weavers namely (a) welfare entitlements towards consumption equalization for ensuring that weavers realize cash and in-kind benefits of welfare schemes for which they are eligible. (b) primary research for designing customized policy for weavers and (c) enhanced social protection coverage for weavers. PCI is committed to prevent any type of unwanted behavior at work including sexual harassment, exploitation and abuse, lack of integrity and financial misconduct.
