About the Job:

Are you an experienced HSE professional with strong leadership capabilities in offshore and onshore oil & gas operations? OCS Services is looking for a seasoned HSE Manager O&M Project to lead and drive Health, Safety, Environment, and Quality (HSEQ) performance across our Operations & Maintenance projects.

This role is critical in ensuring operational and asset integrity while maintaining the highest standards of safety, environmental protection, and regulatory compliance.

As part of our Operations Integrity Governance (OIG) department, we are seeking a highly capable HSE Manager to support offshore and onshore projects.

This role will act as the HSEQ focal point for clients and internal stakeholders, ensuring safe, compliant, and efficient delivery of contracted services.

What You Will Do:

In this role, you will:

- Act as the HSEQ focal point for the Client and O&M Projects (Offshore/Onshore), managing internal and external interfaces.

- Provide strong leadership to promote Operational and Asset Integrity across project organizations.

- Manage day-to-day HSEQ activities, ensuring risks are identified, assessed, and mitigated to ALARP.

- Lead and oversee incident investigations, ensuring lessons learned are captured, communicated, and implemented.

- Ensure full regulatory, statutory, and certification compliance and maintain the Regulatory Compliance Register.

- Develop, maintain, and test Emergency Response Plans (ERP) for O&M Projects and base offices.

- Oversee Operational Performance Standards, ensuring Safety, Production, and Environmental Critical Elements are effective.

- Drive achievement of HSE targets, KPIs, and continuous improvement initiatives.

- Facilitate HAZID, HAZOP, ENVID, and other risk reviews under the Management of Change (MoC) process.

- Plan and execute Assurance and Verification Audits and ensure timely close-out of findings.

- Coordinate with the Company Security Officer and relevant external stakeholders.

- Support HSE budget planning and expenditure control under guidance of the HSE Head.

- Provide HSEQ expertise to other OCS Group projects as required.

- Review bid and tender documentation and support Business Development teams with HSEQ inputs and proposal preparation.

- Contribute to the development of HSEQ policies, procedures, and guidelines across Operations, Engineering, Hook-up & Construction, and Project Execution.

- Ensure project delivery with zero harm to people, environment, assets, and company reputation.

What We Are Looking For:

Qualifications:

- Bachelors degree in Engineering or a relevant discipline.

- Additional HSEQ qualification such as NEBOSH / Diploma / Degree / Masters in HSEQ (mandatory).

Experience:

- 10-15 years of experience in the Upstream Oil & Gas industry.

- Experience in FPSO or Offshore Oil & Gas environments is a strong advantage.

Technical & Regulatory Knowledge:

- Strong knowledge of ISO 45001, ISO 14001, ISO 9001, OISD, and DGMS standards.

- Familiarity with ISM, MARPOL, and SOLAS is an added advantage.

- Proven expertise in incident investigation, emergency response, risk assessment, and compliance management.

Leadership & Interpersonal Skills:

- Demonstrated leadership in managing HSEQ teams and influencing safe behaviours.

- Excellent communication, reporting, and stakeholder management skills.

- Ability to work effectively in multicultural and multidisciplinary project environments.
