Responsibility and authority
Main responsibilities
- Focal point to Client and FPSO ops in terms of HSEQ matters.
- Manage internal and external HSEQ interfaces.
- Promote Operational / Asset Integrity understanding throughout organization through strong leadership.
- Perform HSE inductions for all new onshore personnel (permanent, temporary and long-term visitors).
- Manage the day-to-day HSEQ activities for the FPSO such that all HSEQ related issues are properly identified and driven to solutions which are cost effective and ALARP.
- Maintain an overview of the risks associated with FPSO such that the cumulative risk of the operations is continuously maintained in the ALARP region.
- Manage the investigation of incidents such that all necessary corrective actions are taken to allow the safe restart of operations and to prevent recurrence of the incident.
- Maintain compliance to the relevant regulations and certification requirements.
- Maintain the Regulatory Compliance Register as current against the applicable regulations and the operating conditions of the FPSO.
- Maintain the effectiveness of the Emergency Response Plans for the FPSO and the Kakinada office.
- Manage the Operational Performance Standard for the FPSO to ensure that all Safety Critical Elements (SCEs), Production Critical Elements (PCEs) and Environmental Critical Elements (ECEs) are healthy with all necessary risk assessments and deviations in place to deal with potential impairments.
- Manage the achievement of HSE Focus Areas and KPI's.
- As part of the Management of Change process facilitate all necessary HAZID and ENVID reviews.
- Manage Assurance audits and perform Verification audits, both onshore and offshore, to ensure compliance with the OI Management System standards.
- Facilitate timely close-out of corrective actions resulting from the Assurance and Verification audits.
- Liaise with the Company Security Officer (CSO) in the review and implementation of Security protocols;
- Budgets and control expenditure, where applicable, in conjunction with Financial department and Operations Manager.
Authorities:
The holder of this position has the necessary authorities to carry out the responsibilities stated above.
This position's financial authority will be specified in BW Offshore authorisation matrix.
Qualification Requirements
Education
- Bachelor or Master's Degree in any other relevant discipline. Bachelor or Master's Degree in Mechanical, Environmental, Technical, Marine or Process Engineering and Professional Certification from reputed organization.
- Formal qualifications in health and safety management.
- Long relevant experience may give concession to formal qualifications.
Experience
- 15 years' experience in an offshore/oil and gas environment preferably on an FPSO, with process safety aspects & provide guidance to achieve best process safety culture.
- Experience in implementation of behavioral based safety.
- Familiar with Safety studies
- Previous experience working in a similar role for an Operating Company.
- Previous experience working in a multinational environment is desirable.
