Job Title: Senior Manager - Project Consulting & Delivery

Location: Hyderabad

Organization: National Institute for Smart Government (NISG)

Education: Bachelors degree in computer science engineering and MBA from a premium institute.

Role Objective

The Senior Manager will be responsible for the end-to-end execution of consulting assignments, from requirement gathering and process re-engineering to technical documentation and vendor evaluation. This role acts as the primary bridge between government client requirements and technical solution delivery

- Business Process Re-engineering (BPR) & Documentation

- Design optimized, digitally-driven future states (To-Be process design) and draft high-quality Detailed Project Reports (DPR).

- Translate business needs into technical specifications by authoring Functional Requirement Specifications (FRS) and System Requirement Specifications (SRS).

- Bid Management & Financial Proposals

- Prepare comprehensive client proposals, including detailed cost estimations and financial modeling.

- Lead the technical evaluation of bids using the Quality and Cost-Based Selection (QCBS) model to ensure the government selects the most competent service providers.

- Assist in the creation of tender documents and ensuring all technical evaluation criteria are objective and measurable.

- Project Delivery & Technical Oversight

- Manage the delivery of IT projects across various domains such as SAP S/4HANA, Cloud, Data Centers, AI/ML, Drones, or GIS.

- Ensure project milestones are met on time and monitor the quality of deliverables from implementing agencies.

- Identify project risks early and suggest mitigation strategies to the DGM/Management.

- Stakeholder & Team Collaboration

- Manage day-to-day interactions with government department representatives and external vendors.

- Work collaboratively with cross-functional teams, mentoring junior consultants and ensuring a cohesive working environment.

- Frequent travel to project sites/government offices for requirement gathering and progress reviews.

Experience: At least 10 years

a. Should have at least 06 years of experience in IT projects delivery.

b. Should have worked on Indian State/Central Government projects.

c. Should have hands on experience in writing As-Is, To-Be, Detailed Project Report documents.

d. Should have experience in writing Functional Requirement Specifications & System Requirement Specification documents.

e. Should have strong experience in writing client proposals including financials.

f. Should have experience in bid evaluation with QCBS model.

g. Should have very strong skills in writing documentation.

h. Should have skills in client handling / Vendor Management.

i. Should have good communication skills.

j. Should be a good team player and work with team members.

k. Should be willing to travel.
