Location - Hyderabad

Education: Bachelors degree in computer science engineering and MBA from a premium institute.


The GM (Project Consulting & Delivery) will lead the conceptualization, design, and implementation of large-scale e-Governance projects for Central and State Government departments. This role requires a blend of strategic consulting, rigorous documentation

Key Responsibilities

- Strategic Consulting & Project Design

- Lead the consulting lifecycle: conducting As-Is studies of existing government processes and designing efficient To-Be process maps.

- Drafting comprehensive Detailed Project Reports (DPR) and Feasibility Studies for technology interventions.

- Defining the technical roadmap for projects involving SAP S/4HANA, Cloud, AI/ML, Drones, or GIS.

- Procurement & Bid Management (As per GFR)

- Drafting high-quality Request for Proposal (RFP) and Expression of Interest (EOI) documents in strict adherence to General Financial Rules (GFR).

- Formulating financial proposals and budget estimates for government clients.

- Leading the bid evaluation process, including Single-packet, Two-packet, and Three-packet tender systems.

- Executing the Quality and Cost-Based Selection (QCBS) model for selecting implementing agencies or vendors.

- Delivery & Operations Management

- Managing end-to-end delivery of IT projects, ensuring they meet timelines, budget, and quality standards.

- Overseeing the creation of Functional Requirement Specifications (FRS) and System Requirement Specifications (SRS).

- Monitoring project progress and providing technical guidance to mid-level managers and external vendors.

- Stakeholder & Vendor Management

- Acting as a trusted advisor to senior Government officials (IAS officers/Department Heads).

- Managing multi-vendor environments, ensuring SLAs are met and conflicts are resolved.

- Leading cross-functional teams to ensure seamless integration of IT infrastructure (Data Centers, Cloud, etc.).


Experience: At least 15 years


a. Should have minimum 15 years of IT experience and 05 years of Managerial experience in delivering IT projects.


b. Should have worked on State/Central Government projects in India.


c. Should have hands on experience in writing As-Is, To-Be, Detailed Project Report documents.


d. Should have strong experience in writing financial proposals.


e. Should have experience in writing Functional Requirement Specifications & System Requirement Specification documents.


f. Should have experience in writing Request For Proposal / Expression of Interest asper General-Financial-Rules (GFR).


g. Should have experience in Bid evaluation - single packet, two packet and three packet tenders.


h. Should have experience in bid evaluation with QCBS model.


i. Should have very strong skills in writing documentation.


j. Should have strong skills in client handling / Vendor Management.


k. Should have good communication skills.


l. Should be willing to travel.


m. Should have worked in one of these technical areas:
