About the role:
You will join the preventive public healthcare vertical to lead research on health policy, health systems, and the institutional and policy factors that shape population health outcomes in India. As Research Lead for Health Policy & Systems, you will be responsible for analysing health policies and systems, generating evidence on approaches to strengthen prevention within the health system, and developing actionable policy recommendations. You will work at the intersection of research, policy, and implementation to identify opportunities for improving the effectiveness, accessibility, and scalability of preventive health interventions.
Key Responsibilities:
- Leading health policy and systems research: You will lead research examining health policies, health systems, institutions, and delivery mechanisms relevant to preventive health and population health outcomes in India.
- Analysing health policies: You will assess existing and emerging health policies, programmes, guidelines, and institutional frameworks to identify strengths, gaps, implementation challenges, and opportunities for improvement.
- Researching health systems and delivery: You will study health system structures, financing, service delivery, workforce, governance, and institutional capacity to understand their implications for preventive health.
- Developing policy recommendations: You will translate research findings and evidence into clear, actionable recommendations that can inform government policy, programme design, health-system strengthening, and institutional decision-making.
- Assessing implementation approaches: You will examine how preventive health policies and interventions can be effectively implemented and scaled within existing health systems, identifying barriers, enablers, and opportunities for improving adoption.
- Evaluating health programmes and interventions: You will contribute to the assessment of public health programmes and system-level interventions, examining their effectiveness, reach, implementation, and potential for scale.
- Generating and synthesising evidence: You will design and oversee literature reviews, policy analyses, evidence syntheses, health systems research, and other analytical work. You will ensure that outputs are methodologically rigorous, scientifically credible, and grounded in the Indian public health context.
- Tracking policy and systems developments: You will monitor developments in national and state health policy, health-system reforms, financing, governance, and public health programmes, assessing their implications for the organisation's preventive health priorities.
- Client interaction and communication: You will engage with government stakeholders, clients, and allied institutions to present evidence, discuss policy and systems issues, and support informed decision-making.
- Public interaction for advocacy: You will contribute to policy papers, publications, workshops, discussions, and other public-facing engagements that communicate evidence and recommendations on strengthening preventive health through policy and health systems.
Eligibility criteria:
Must have:
- 2-5 years of relevant experience in health policy, health systems research, public health, health governance, health economics, or allied research domains, with demonstrated contributions to research- or policy-oriented programmes.
- A postgraduate or doctoral qualification from a tier I or tier II institute in the following or similar disciplines:
1. Public Health (MPH/MSPH/PhD)
2. Health Policy & Health Systems
3. Health Economics
4. Health Administration
5. Public Policy
6. Other related disciplines with a strong focus on health systems or policy
- Strong understanding of India's health system, public health institutions, health policy, and mechanisms for delivering population-level health interventions.
- Demonstrated experience in health policy and systems research, including policy analysis, health systems assessment, evidence synthesis, programme evaluation, or related research methodologies.
- Ability to critically analyse policy and health-system evidence and translate findings into practical, actionable recommendations for government and other decision-makers.
- Understanding of health-system governance, financing, service delivery, workforce, and implementation, with the ability to assess their implications for preventive health.
- Strong analytical and scientific writing skills, with the ability to communicate research and policy findings through policy papers, technical reports, presentations, and other knowledge products.
- Ability to work with multidisciplinary teams and engage effectively with government officials, health administrators, researchers, academics, and other stakeholders.
Good to have:
- Experience working with or within government health institutions, state health departments, National Health Mission, Ministry of Health & Family Welfare, NITI Aayog, or equivalent public-sector institutions.
- Experience working on health-system strengthening, public health programme design, implementation, evaluation, or scale-up.
- Experience in health financing, health economics, resource allocation, or economic evaluation of health programmes.
- Peer-reviewed publications, technical reports, policy papers, government documents, or other research outputs in health policy, health systems, public health, or related fields.
- Experience collaborating with government agencies, academic institutions, development partners, think tanks, multilateral organisations, or other public health institutions.
- Strong understanding of the Indian public health policy and governance landscape, including national and state-level health programmes.
- Proficiency with analytical and statistical tools such as R, Stata, Python, SQL, or equivalent software used for health systems research and quantitative analysis.
