Purchase Manager - Real Estate & Construction - Procurement Division.
Role Overview:
We are seeking an experienced and driven Purchase Manager to lead and manage end-to-end procurement operations for a reputed real estate company actively executing multiple large-scale projects across High-Rise Residential Buildings, Integrated Township Developments, and Commercial Complexes in Jalandhar, Punjab. The incumbent will be responsible for strategic sourcing, vendor development, contract negotiations, material planning, and store/inventory management to ensure the timely and cost-effective availability of all construction and finishing materials throughout the project lifecycle.
Key Responsibilities:
Procurement & Sourcing:
- Develop and execute comprehensive procurement strategies for all construction materials from substructure to superstructure to finishing works.
- Identify, evaluate, qualify, and onboard new vendors and suppliers across Punjab and pan-India for civil, MEP, and finishing materials.
- Float RFQs (Request for Quotations), analyze comparative statements (CSTs), and recommend optimal suppliers based on quality, cost, and delivery parameters.
- Negotiate rates, terms, and contracts with suppliers to achieve best value; establish long-term rate contracts for high-volume materials.
- Coordinate with project sites and planning teams to generate monthly/quarterly procurement plans aligned with project milestones.
- Ensure all procurement is completed within approved budgets; flag deviations proactively.
Material Management Civil to Finishing:
- Manage procurement of the full material spectrum: cement, steel (TMT bars, structural), aggregates, sand, bricks/blocks, ready-mix concrete (RMC), waterproofing compounds, chemical admixtures.
- Oversee sourcing of MEP materials: electrical conduits & wiring, plumbing pipes & fittings, HVAC ducting, fire-fighting materials, lifts & escalators equipment.
- Handle finishing and interior material procurement: tiles, marble, granite, AAC blocks, gypsum boards, glass & glazing, aluminum sections, paints, laminates, sanitaryware, hardware, false ceiling systems, and landscaping materials.
- Ensure all materials conform to IS standards, project specifications, and quality requirements; coordinate third-party testing as required.
Store & Inventory Management:
- Oversee and manage on-site stores across all project locations High-Rise, Township, and
Commercial.
- Implement and maintain robust inventory control systems (min-max levels, FIFO, reconciliation) to minimize wastage and pilferage.
- Monitor GRNs (Goods Receipt Notes), stock registers, and material issue vouchers for accurate accounting and audit readiness.
- Coordinate with accounts for timely processing of invoices, GRN-to-PO matching, and vendor payment cycles.
- Conduct periodic physical stock verification and ensure reconciliation of inventory records.
Vendor & Contract Management:
- Maintain an active and evaluated vendor database; conduct periodic vendor performance reviews.
- Prepare, finalize, and manage purchase orders (POs), work orders (WOs), and annual rate contracts.
- Handle dispute resolution with vendors relating to quality rejections, short supplies, or delayed deliveries.
- Ensure compliance with legal and regulatory requirements in contracts (GST, TDS, documentation).
Cost Control & MIS Reporting:
- Track procurement budgets vs. actuals across all projects; prepare monthly cost variance reports.
- Prepare and present weekly/monthly MIS reports on procurement status, pending POs, vendor payments, and inventory levels to senior management.
- Identify cost-saving opportunities through bulk purchasing, substitute materials, or alternate sourcing without compromising quality.
Candidate Profile - Qualifications & Experience:
Educational Qualifications:
- MBA in Supply Chain Management / Operations is preferred but not mandatory.
- Certifications in Procurement, Supply Chain (CIPS, CPPM) will be an added advantage.
Experience Requirements:
- Minimum 8-10 years of total experience in procurement / purchase functions within the real estate or construction sector.
- Must have hands-on experience handling procurement for at least two of the following: High-Rise residential, Township, or Commercial / Retail projects.
- Prior experience managing store/inventory operations at project sites is mandatory.
- Demonstrated experience in vendor development specifically in Punjab / North India region is highly preferred.
Technical Knowledge (Must-Have):
- Deep knowledge of construction materials from foundation stage to final finishing civil, structural, MEP, and interior materials.
- Strong understanding of market rates, material specifications, and quality benchmarks for all construction material categories.
- Proficiency in ERP systems for purchase and inventory management (SAP, Oracle, Tally, or similar).
- Understanding of GST, TDS, and documentation requirements in procurement.
