Description: Payroll Manager (Canadian & Global Payroll)

Job Summary
We are seeking a highly analytical and experienced Payroll Manager to lead the end-to-end payroll operations for our esteemed client's Canadian and Global divisions. This role is a strategic "Player-Coach" position that requires deep expertise in Canadian Federal and Provincial tax laws, as well as a strong background in global payroll compliance.
You will be responsible for a comprehensive due diligence phasemapping current processes, identifying high-risk areas, and re-engineering workflows to meet stringent Service Level Agreements (SLAs). Working in US shifts, you will ensure seamless delivery and compliance across multiple international jurisdictions.
Key Responsibilities
Process Due Diligence & Mapping:
- Conduct a comprehensive review and audit of the current end-to-end payroll lifecycle.
- Map complex processes, transaction volumes, and staffing levels to validate resource estimates and operational costs.
- Identify gaps in current performance versus industry benchmarks.
Operational Re-engineering:
- Recommend and implement process improvements to streamline payroll cycles and reduce manual intervention.
- Evaluate existing SLA health and define new performance standards to ensure 100% accuracy and timeliness.
Risk & Compliance Management:
- Analyze delivery, revenue, and compliance risks, providing immediate fixes for potential SLA breaches.
- Ensure strict adherence to Canadian Federal (CRA) and Provincial (Revenu Qubec, etc.) tax laws, including CPP, EI, and EHT.
Global Payroll Oversight:
- Manage multi-country payroll workstreams, ensuring local statutory compliance and consistent reporting across global entities.
Stakeholder Reporting:
- Generate regular health-check reports on the payroll process, identifying pain points and proposing long-term strategic enhancements.
Technical Must-Have Skills
Canadian Payroll Expertise: Expert-level knowledge of Canadian payroll legislation, including Year-End reporting (T4, T4A, RL-1), Records of Employment (ROE), and Workers' Compensation.
Taxation & Compliance: Deep understanding of Federal and State/Provincial payroll tax laws and international social security treaties.
SLA & Metric Management: Proven ability to manage KPIs such as "Accuracy Rate," "Turnaround Time (TAT)," and "Resolution Time."
Systems Proficiency: Hands-on experience with Global Payroll Engines (e.g., ADP GlobalView/Freedom, Workday Payroll, Ceridian Dayforce, or SAP SuccessFactors).
Process Mapping Tools: Proficiency in Visio or similar tools to document and "As-Is" vs "To-Be" payroll workflows.

Compliance Frameworks: Canadian Revenue Agency (CRA), Revenu Qubec
Analysis Tools: Advanced MS Excel (Macros, Power Query), Visio, Tableau/Power BI

General & Managerial Skills
Analytical Rigor: Ability to perform root cause analysis (RCA) on complex payroll discrepancies.
Strategic Planning: Experience in capacity planning and resource optimization for high-volume delivery centers.
Communication: Excellent verbal and written skills for interacting with international clients and tax authorities during US business hours.
Required Qualifications
Experience: Minimum 5 years of experience in Payroll Management, with at least 2-3 years specifically focused on Canadian Payroll.
Education: Bachelors or Masters degree in Finance, Accounting, or Human Resources.
Certification: Certified Payroll Manager (CPM) or PCP (Payroll Compliance Professional) from the National Payroll Institute (Canada) is highly preferred.
