Position Summary:
The Compliance Manager will oversee all aspects of driver, subhauler, and fleet compliance to ensure full adherence to U.S. Department of Transportation (DOT) and FMCSA regulations. This position demands strong process ownership, meticulous attention to detail, and the ability to maintain 100% audit-ready documentation.
Key Responsibilities:
Driver Compliance (DQF Management):
- Create, maintain, and audit complete Driver Qualification Files (DQFs), including I-9, W-4, CDL, medical cards, road tests, and previous employer verifications.
- Coordinate pre-employment and random drug & alcohol testing programs; manage consortium participation and follow-up procedures.
- Conduct and document Clearinghouse queries (pre-employment and annual), PSP reports, and MVR/CDLIS checks.
- Manage onboarding documentation, including policy acknowledgments, safety handbooks, and compliance sign-offs.
- Track and renew all driver credentials (CDL, medical cards, endorsements, etc.) ensuring zero expirations.
Subhauler / Broker Compliance:
- Collect, verify, and maintain W-9s, Certificates of Insurance (COIs), subcontractor agreements, DIR registrations, and DBE/SBE documentation.
- Track document expirations and ensure renewals before dispatch.
- Maintain an approved vendor/subhauler roster aligned with project requirements.
Safety & Training Programs:
- Implement and monitor driver safety initiatives, including defensive driving, load securement, GPS discipline, and incident reporting protocols.
- Schedule and document toolbox talks, refresher sessions, and safety training completion.
- Oversee incident reporting, root-cause analysis, and corrective action plans.
Public Works & Audit Readiness:
- Maintain all compliance documentation required for DIR, Caltrans, and other public works projects.
- Prepare and organize audit-ready files, reports, and binders.
- Respond promptly and accurately to compliance or documentation requests from general contractors or regulatory agencies.
Systems & Reporting:
- Maintain structured digital documentation and logs with standardized file naming.
- Generate weekly compliance dashboards (e.g., expiring documents, random tests, subhauler insurance status, incident tracking).
- Collaborate closely with Dispatch, HR, and Billing teams to ensure synchronized recordkeeping.
Requirements:
Required Skills & Experience:
- 3-5+ years of hands-on experience in DOT/FMCSA compliance within trucking or heavy-civil fleet operations.
- Strong working knowledge of DQF management, drug & alcohol programs, Clearinghouse, PSP, and MVR monitoring.
- Proven experience creating and enforcing compliance SOPs, trackers, and checklists.
- Exceptional attention to detail, time management, and documentation accuracy.
- Excellent written and verbal communication skills for coordination with drivers, subhaulers, and agencies.
Preferred Qualifications:
- Familiarity with California Public Works/DIR requirements and certified payroll processes.
- Experience verifying insurance endorsements (AI, WOS, Primary & Non-Contributory, Waiver of Subrogation).
- Proficiency in compliance tools such as Samsara, WhipAround, CDL Suite, FMCSA Clearinghouse, LCP Tracker, and Google Workspace.
Key Performance Indicators (KPIs):
- 100% up-to-date Driver Qualification Files (DQFs).
- 100% compliance with random testing and Clearinghouse requirements.
- 100% current subhauler documentation before dispatch.
- Successful completion of audits with zero non-conformities.
- On-time driver and subhauler onboarding within defined turnaround time.
