About the Digital Government Advisory Team

KPMG India's Digital Government Advisory (DGA) practice helps government bodies modernize public services through technology. It offers strategic consulting, digital architecture, and sector-specific solutions across areas like transport, water, justice, and finance. The team enables large-scale e-Governance, data analytics, and automation to improve efficiency and citizen experience.

About the Role:

The Team Leader will be responsible for leading and managing the implementation of Public Financial Management (PFM) and Integrated Financial Management System (IFMS) projects. This role requires strategic oversight, stakeholder engagement, and ensuring compliance with project objectives as per the Request for Proposal (RFP).

Key Responsibilities:

- Lead multidisciplinary teams for PFM/IFMIS projects.

- Oversee planning, execution, and monitoring of IFMS implementation in India.

- Coordinate with Central/State Government departments, PSUs, and private sector stakeholders.

- Ensure adherence to project timelines, quality standards, and deliverables.

- Provide technical guidance on financial reforms and public policy frameworks.

- Prepare reports, presentations, and documentation for senior stakeholders.

- Manage risk assessment and mitigation strategies for project success.

Required Qualifications & Experience:

Education (Mandatory):

- Master's degree in Public Policy / Economics / Finance / MBA (General/Finance) / MPA / M. Com

Experience:

- Minimum 10+ years in PFM/IFMIS projects.

- Proven experience in leading multidisciplinary teams.

- At least one IFMS implementation in India.

- Experience working with Central/State Government, PSUs, listed private firms, or public policy think tanks.

Preferred Skills:


- Strong understanding of public financial management systems and reforms.

- Excellent leadership and team management capabilities.

- Ability to engage with senior government officials and stakeholders.

- Analytical and problem-solving skills for complex financial systems.

- Effective communication and presentation skills.

Skills & Competencies

Technical Competencies:

- Knowledge of IFMIS architecture and implementation.

- Familiarity with financial reform processes and public policy frameworks.

Behavioral Competencies:

- Strategic thinking and decision-making.

- Stakeholder management and negotiation skills.

- Adaptability and resilience under pressure.

Desirable Qualifications & Certifications

- Ph.D. in a related domain / CA / Additional PG Diploma in Public Financial Management.

- Certifications:

- PEFA Certification (PEFA Secretariat, World Bank)

- Govt Training (NIFM/ISTM)

- PMP (PMI, USA)

- PRINCE2 Foundation or Practitioner (AXELOS, UK)
