KPMG - Project Manager

Location : Leh/ Ladakh

Job Summary Location - LEH /LADAKH KPMG is seeking a seasoned Project Manager to lead operations and enhancement support for the CCTNS project with Ladakh Police.

The role focuses on managing the Core Application Software (CAS) hosted on Meghraj Cloud, supporting customizations, running an effective helpdesk for police stations, and coordinating with key government stakeholders including NCRB and ICJS.

This is a hands-on leadership role that requires strong project management, stakeholder coordination, and delivery skills in the e-Governance domain.

The candidate should have proven experience in managing digital transformation or technology implementation projects for government clients.

Qualifications & Experience Education:

- Bachelor's degree in Engineering / Computer Science / IT or MCA (MBA preferred).

- Project Management certification (PMP / PRINCE2) is desirable.

Experience: - 5-10 years of overall experience in IT / e-Governance projects.

- Experience in at least 2 technology implementation projects for State / Central Government / PSUs involving software development, data center, network, and capacity building & training.

- Strong experience in project management, application design (as Business Analyst / FRS preparation), hardware/software/network/cloud sizing for e-governance initiatives.

- Hands-on experience in team leadership of 5-10 people, including drafting, review, and high-quality documentation with minimal revisions.

- Expertise in third-party & vendor management, bid process management, procurement, and SLA management.

- Proven skills in stakeholder management, requirements gathering, FRS/SRS review, and presenting solutions to senior client leadership.

- Experience in design and monitoring of Web Applications, Mobile Applications, Databases, and State Data Centres.

- Experience working on CCTNS / Police Projects is preferred.

- Experience in large Mission Mode Projects (MMP) or digital transformation initiatives for Government / PSU / Enterprise will be an added advantage.

Required Skills & Competencies: - Good understanding of cloud technologies (especially Meghraj), databases, networking, and ITIL processes.

- Strong communication, presentation, and interpersonal skills with the ability to engage effectively with senior government officials.

- Proficiency in MS Office, Project Management tools, and service management tools (e.g., ServiceNow).

- Ability to work in challenging environments and travel extensively within Ladakh.

Key Responsibilities:

Project & Operations Management:

- Lead and mentor a team of 3-5 resources for day-to-day operations, maintenance, and enhancements of the application.

- Oversee the functioning of the cloud-hosted application, ensuring high availability, performance as per SLA, and proactive system monitoring.

- Manage incident, problem, and change management processes.

- Drive application customizations and functional improvements based on client requirements.

- Establish and manage a Helpdesk function to provide timely L1/L2 support to end users across police stations.

- Support capacity building and training of police personnel on the application.

Stakeholder Coordination & Integration:

- Coordinate with NCRB, ICJS, and other ecosystem stakeholders for smooth integration, data exchange, and interoperability.

- Act as a key point of contact with Ladakh Police leadership and district officials.

- Facilitate review meetings, workshops, and training sessions with clients and partners.

Project Design, Planning & Delivery:

- Handle requirements gathering, preparation/review of FRS/SRS, and solution design for e-governance applications.

- Perform sizing of hardware, software, network, and cloud architecture.

- Support design and monitoring of web applications, mobile applications, databases, and data center-related components.

- Provide bid process support, draft technical scopes, resource planning, and SLA definitions.

- Manage third-party vendors, procurement processes, and ensure timely delivery.

Administrative & Compliance:

- Manage project documentation, MIS reporting, risk & issue tracking, and deliverables.

- Ensure adherence to government guidelines, data security standards (MeitY / CERT-In), and cloud best practices.

- Support budget tracking and resource performance management.
