Procurement Expert
Job Title: Public Sector Consulting Specialist Procurement & Bid Management
Educational Qualification:
Bachelors or Masters degree in Engineering (B.E./B.Tech.), Computer Applications (MCA), or Technology (M.Tech.)
Experience Required:
Minimum 6 years of professional experience in public sector consulting, specifically focused on government procurement processes.
Key Responsibilities:
Procurement Strategy & Execution:
- Lead and support the design and execution of procurement strategies for public sector clients.
- Ensure compliance with government procurement policies and guidelines.
RFP Preparation & Management:
- Draft comprehensive Request for Proposals (RFPs), including scope of work, evaluation criteria, and contractual terms.
- Collaborate with stakeholders to finalize RFP documents and ensure alignment with project objectives.
Bid Process Management:
- Manage end-to-end bid processes including publishing, responding to queries, bid evaluation, and vendor selection.
- Coordinate with internal and external teams to ensure timely and accurate bid submissions.
Evaluation & Vendor Selection:
- Develop evaluation frameworks and scoring matrices.
- Facilitate technical and financial evaluations in accordance with government norms.
Stakeholder Engagement:
- Liaise with government officials, vendors, and internal teams to ensure smooth execution of procurement activities.
- Provide advisory support to clients during contract negotiations and award processes.
Documentation & Compliance:
- Maintain detailed documentation of procurement activities for audit and compliance purposes.
- Ensure adherence to legal and regulatory standards throughout the procurement lifecycle.
Preferred Skills:
- Strong understanding of government procurement policies, GFR, and e-procurement platforms.
- Excellent communication and stakeholder management skills.
- Proficiency in MS Office, especially Excel and Word.
- Experience with bid evaluation tools and techniques.
