Business Head ( COO) - Skill Development
Role Overview:
- Own end-to-end operational excellence by designing scalable systems, tightening delivery governance, and ensuring projects move from paper to ground with speed, accuracy, and zero chaos.
- This position is primarily responsible for end-to-end execution of multiple large scale projects in the domain of Skill Development, Assessments, ICT & Civil Solution. Most of these projects are funded by Government
Key Responsibilities:
1. Project & Delivery Operations
- Own delivery governance across all ongoing B2G and institutional projects
- Set up and monitor project execution frameworks: milestones, trackers, review cadences, and escalation paths
- Ensure on-time, on-budget, and scope-controlled delivery across multiple programs
- Act as the final escalation point for delivery risks, delays, and vendor issues
2. Process Design & Systems
- Design and institutionalize SOPs across project delivery, vendor management, documentation, and internal workflows
- Build repeatable systems instead of one-off firefighting
- Introduce dashboards for real-time visibility into project health, resource utilization, and risks
- Drive process automation in all operations delivery projects
3. Stakeholder & Compliance Management
- Ensure compliance with government RFP terms, SLAs, reporting formats, and audit requirements
- Oversee documentation quality - proposals, progress reports, utilization certificates, MIS, and reviews
- Act as the internal control tower between program teams, finance, legal, HR and leadership
4. Resource & Vendor Operations
- Oversee deployment and utilization of internal teams, consultants, and external vendors
- Build clear role charters, accountability matrices, and performance metrics
- Ensure vendor onboarding, deliverables, payments, and exits are tightly managed
5. Financial & Commercial Operations
- Work closely with finance to track project-level budgets and profitability
- Ensure invoicing, milestone sign-offs, and documentation are aligned to contracts
- Flag margin leakages, scope creep, and inefficiencies early
6. Scale & Organization Readiness
- Prepare operations for scale - new projects, new states, new partners
- Build operational playbooks for repeat project types
- Strengthen internal review rhythms and decision-making discipline
EXPERIENCE: Minimum 15 years of experience in operations management in India in related sector, with at least 3 years in a leadership role.
