Key Responsibilities

A. Vigilance Administration & Governance

- Develop, implement, and periodically update the bank's Vigilance Policy, fraud risk management guidelines, and ethical conduct frameworks.

- Establish vigilance governance mechanisms aligned with banking laws, regulatory expectations, and internal audit standards.

- Provide strategic direction for vigilance activities across branches, verticals, and subsidiaries.

- Present vigilance-related findings, trends, and risk indicators to Senior Management, Risk Committees, and the Board/Audit Committee.

B. Fraud Prevention & Detection

- Oversee the monitoring of red-flag indicators, suspicious transactions, staff behaviour patterns, and operational vulnerabilities.

- Review and strengthen controls to prevent internal and external frauds in retail, corporate, treasury, digital, and operations domains.

- Work with Risk, Compliance, and IT to build analytics-based fraud risk systems.

C. Investigation Management

- Lead sensitive or complex investigations involving internal misconduct, fraud, bribery, corruption, conflict of interest, collusion, and procedural violations.

- Ensure investigations are professional, unbiased, timely, and well-documented.

- Recommend disciplinary actions based on findings and coordinate with HR for implementation.

- Maintain confidential records, evidence, and secure investigation case files.

D. Ethics Oversight & Culture Building

- Drive bank-wide ethics awareness, conduct training sessions, and ensure employees understand vigilance obligations.

- Promote whistleblower mechanisms; ensure confidentiality, protection, and fair treatment of whistleblowers.

- Monitor employee code-of-conduct adherence, dual employment risks, undue influence, and high-risk behavioural patterns.

E. Regulatory Compliance & Reporting

- Coordinate with RBI, FIU-IND, law-enforcement agencies, forensic auditors, external consultants, and statutory authorities as required.

- Ensure timely reporting of frauds, complaints, and vigilance-related matters to regulators and the Board.

- Track closure of regulatory and audit observations related to vigilance.

F. Risk Assessment & Process Improvement

- Conduct vigilance risk assessments across business units and operations.

- Identify systemic weaknesses and recommend improvements in processes, delegation of powers, and control frameworks.

- Work closely with Internal Audit, Operational Risk, and Compliance to implement preventive vigilance measures.

Key Competencies

Technical Competencies

- Strong understanding of banking operations, branch controls, credit processes, digital banking, and operational risk.

- Expertise in fraud investigation techniques, forensic analysis, and root-cause analysis.

- Familiarity with RBI Master Directions on Frauds, KYC/AML regulations, and industry vigilance practices.

- Ability to interpret complex data analytics and identify patterns or anomalies.

Behavioural & Leadership Competencies

- High integrity, ethical judgement, and independence of thought.

- Excellent stakeholder management and the ability to manage sensitive matters discreetly.

- Strong communication, interviewing, and report-writing skills.

- Ability to work under pressure, manage crisis situations, and ensure closure of high-impact cases.

Qualifications & Experience

- Graduate/Post-Graduate in Commerce/Finance/Law/Management.

- Certifications preferred: CFE (Certified Fraud Examiner), CIA, CISA, Anti-Corruption/Forensics qualifications.

- 15-20+ years of experience in banking, financial services, internal audit, vigilance, fraud risk management, or compliance.

- Minimum 5 years in a senior leadership role handling critical investigations or vigilance responsibilities.
