Position: Head of Procurement (India)

The India Procurement function is part of the Corporate Services department residing in Bangalore. It has a matrix reporting to the CEO and a functional line to Singapore HQ for Group Procurement.

The procurement team in India manages both the (a) Direct procurement like sourcing of contractors and consultants for projects development and property management for business parks and data centres and (b) Indirect procurement like sourcing of consultants for professional services, Digital & Technology, Finance, HR, Legal etc.

The current Procurement team consists of 24 members, of which 11 members will retain as business partners while 13 members will join our service provider as we outsourced our procurement services. The Head of India Procurement's role is to oversee, lead and grow the team in Bangalore, Hyderabad, Chennai and Pune. His/her roles and responsibilities shall be:

(A) With India Team:

- Lead, manage, develop and grow the HQ and City procurement teams in Bangalore, Pune, Chennai and Hyderabad.

- Be active in the Stakeholders Engagement and Management with India CEO, Functional Heads and City Business leaders with key updates of major procurement strategies, procurement savings through performance-based contracts or take the lead to resolve their pain points and put in appropriate solutions etc.

- Work to develop strategic vendors relations and establish framework agreements for our core product/services. Keep close updates on the vendor's development of new technology for their products or services to fit into our operations.

- Manage our possible concentration risks for certain services and explore possible diversity with proper strategies.

- Actively managed the key supplier's performance at the various properties with some form of established means to get visibility of the work done.

- Analyze India's Strategic, Tactical and Tail Spend and develop strategies and work with sourcing team to progressively identify areas of optimization, cost savings, improve procurement processes, tighten compliance and manage risks.

- Managed 3rd party sourcing vendor's service level, performance and compliance to procurement policy.

(B) With Spore Procurement Team:

- Work closely with Group Procurement team on supplier management, key framework agreements, drive innovative solutions and savings for the group.

- Have regular updates with Group Procurement on India's key progress for procurement and get updates from Spore on new development or changes in policy.

- Engage with Spore and China Procurement teams on an annual basis for updates, experience sharing, refreshment from external speakers in areas of sustainability, compliance etc.

Requirements:

- Degree in Building Management, Property Management or Supply Chain Management.

- At least 15+ years of relevant working experience.

- Preference of overseas experience i.e. studied or work overseas.

- Experience in resolving contractual disputes will be an added advantage.

- Experience with value-engineering or cost reduction initiatives to achieve cost savings will be an added advantage.

- Good to have experience with implementation or involvement in Digital transformation in procurement.

- Good interpersonal skills in engaging internal business stakeholders, external vendors and internal working team.
