Job title: Group Head of Applications and Development Business Unit/Function: CIO Location: Gandhinagar Reporting to: COO/CIO Job Purpose: The Head of Applications and Development is a senior leadership role accountable for PIB's growing global application estate. Reporting directly to the Group CIO, the role defines and delivers PIB's application strategy, balancing operational resilience, compliance and security with innovation, scalability and value creation. The Head of Applications and Development leads both the application shared services function (covering governance, application management, vendor oversight and platform resilience) and the application development function, ensuring alignment to PIB's technology strategy. This role is critical in integrating acquired businesses, embedding consistent governance frameworks, and ensuring PIB's application landscape enables growth and digital transformation. Key Responsibilities: Strategic Leadership & Governance - Define and deliver the enterprise-wide application strategy in line with PIB's business goals and CIO priorities. - Own the Application Services and Application Development operating models, ensuring alignment with PIB's shared services strategy. - Lead governance frameworks across all applications, including lifecycle management, service ownership, risk and compliance. - Provide board-level reporting and assurance on application performance, resilience and strategic initiatives. - Experienced in leading teams located in multi jurisdictions including India. Application Services - Ensure availability, security and resilience of PIB's applications with, clear SLA's and KPI's in place. - Oversee vendor management for key SaaS platforms and COTS applications ensuring accountability for service quality, commercial value and regulatory compliance. - Drive continual service improvement, embedding ITIL-aligned practices across incident, problem, change and request management. - Partner with Infosec to ensure "security by design" and embed compliance with GDPR, FCA and other relevant frameworks. Application Development & Innovation - Drive adoption of modern engineering practices (Agile, DevSecOps, CI/CD, automated testing, cloud-native design) - Ensure integration of newly acquired systems into PIB's ecosystem, balancing reuse of existing solutions with delivery of new builds. - Partner with product teams and business units to deliver scalable, secure and value adding applications. Integration - Lead integration of acquired businesses' applications into PIB's core platforms, ensuring efficiency, consistency and reduced complexity. - Oversee consolidation and rationalisation of applications to improve efficiency and reduce costs. - Act as the accountable executive for major transformation projects, including digital platforms, CRM, insurance policy admin and claim systems. Leadership & People - Work proactively and collaboratively with Stakeholders and peers to attain the greatest possible benefit to the business Lead, develop, and inspire the Application Services and Application Development leadership teams, fostering a high-performance and collaborative culture. - Promote knowledge transfer, cross-team collaboration and shared best practice across geographies. - Ensure talent development, succession planning and alignment of skills to future business needs. Have undertaken or are undertaking all relevant training. Person specification Essential Desirable - Degree level in computer science or equivalent demonstrable experience. - Proven track record in a senior IT leadership role, ideally a Head of Applications / Head of IT Services / Director level within a complex multi-site, multi-brand environment. - Demonstrable experience managing both applications services (governance, vendor management, service ops) and application development (modern engineering practices, DevSecOps, Agile). - Strong experience in leading application integration post M&A, including rationalisation and migration. - Deep understanding of ITIL and service management, with experience embedding service and governance frameworks at scale. - Deep understanding of agile methodologies (Scrum, Kanban) and tools (Jira, Confluence) with experience implementing them in software teams. - Strong knowledge of security, compliance and data protection frameworks (e.g. GDPR, FCA). - Vendor management experience, including negotiation of multi-million contracts, SLA's and service credits. - Excellent stakeholder management and influencing skills, with experience engaging at CIO and Board/ExCo level. - Experience managing globally distributed teams.
