General Manager - Procurement - Real Estate & Facilities Sector

1. Strategic Procurement & Category Management

- Lead procurement across critical categories:

Manpower | Capex | IT Services | Transport | Civil | MEP

- Develop category-wise sourcing strategies aligned to project timelines and operational requirements.

- Ensure procurement cycles do not impact construction progress, site readiness, or handover schedules.

- Drive standardization and consolidation to improve efficiency and cost predictability across locations.

2. RFQ, ARC & NFA Management

- Drive end-to-end RFQ processes with clear scope definition, BOQs, specifications, timelines, and evaluation criteria.

- Establish and manage ARCs with defined service levels, delivery timelines, pricing mechanisms, and escalation matrices.

- Ensure NFAs are raised, evaluated, and approved within prescribed TATs, maintaining governance and audit readiness.

- Track contract validity, ARC tenure, renewals, and exit planning proactively.

3. Vendor Management & Compliance

- Build and manage a strategic vendor ecosystem across Civil, MEP, Manpower, IT, Transport, and


Capex categories with multi-region coverage.

- Lead complete vendor lifecycle management:

- Pre-qualification and technical evaluation

- Commercial validation and contract finalization

- Onboarding, performance reviews, renewals, or exits

- Ensure 100% statutory and regulatory compliance, including:

- GST, PF/ESI, labour laws, statutory registrations

- Insurance, indemnities, warranties, guarantees

- Safety, environmental, regulatory approvals (including FSSAI where applicable)

- Implement SLA-driven contracts with measurable KPIs, penalty clauses, and escalation mechanisms.

- Track vendor performance through scorecards covering delivery, quality, safety, and responsiveness.

- Drive vendor consolidation and long-term partnerships to improve service reliability and commercial leverage.

4. Negotiation, Cost Control & Value Engineering

- Lead high-value commercial negotiations and finalize contracts in alignment with company policies.

- Deliver measurable cost savings through strategic sourcing, benchmarking, and rate rationalization.

- Drive value engineering initiatives across Civil, MEP, and Capex during design, execution, and operations.

- Work closely with Projects, Design, Operations, and consultants to identify:

- Alternative materials and specifications

- Improved construction and execution methodologies

- Equipment selection based on lifecycle cost analysis (LCCA)

- Conduct should-costing, market benchmarking, and cost-benefit analysis.

- Ensure value engineering proposals are technically validated, NFA-approved, documented, and

realized without scope dilution.

5. Governance, Audit & Compliance

- Ensure strict adherence to procurement policies, SOPs, and approval hierarchies.

- Lead internal and external audits with complete documentation transparency (RFQs, comparisons, contracts).

- Ensure timely closure of audit observations and zero tolerance for compliance deviation.

- Maintain traceability and governance across all procurement transactions.

6. Team Leadership & Stakeholder Management

- Lead and mentor procurement teams across multiple sites and locations.

- Drive accountability, capability development, and succession planning within the team.

- Partner closely with Projects, Operations, Finance, Legal, and IT to support business objectives.

- Act as a senior escalation point for complex commercial and vendor-related issues.

7. MIS, Reporting & Process Excellence

- Track and report procurement KPIs including:

- RFQ-to-PO cycle time

- NFA approval timelines

- Cost savings and value engineering outcomes

- Vendor SLA adherence

- Drive digitization and continuous improvement of procurement processes, controls, and reporting.

QUALIFICATIONS & EXPERIENCE REQUIRED:

- Bachelor's degree (Engineering, Commerce)

- MBA in Supply Chain/Procurement (preferred)

- 12-18 years of overall procurement experience

- Minimum 5-7 years in real estate/facilities management procurement

- Proven experience managing large portfolios and multi-site operations
