Integrated Large Cement Plant

Position

Reporting To: Unit Head / Plant Head / Chief Operating Officer

Qualification

- B.E. / B.Tech. in Mining Engineering from a recognized institution.

- First Class Mine Manager's Certificate of Competency (DGMS), preferably Restricted / Unrestricted as applicable to the mine type and statutory requirements.

- Additional qualifications in mine management, safety, or business management would be an advantage.

Experience

- 18 - 25+ years of relevant experience in large-scale limestone mining, preferably with an integrated cement plant.

- Strong experience in open-cast mechanized limestone mining and managing high-volume mining operations.

- Proven experience in leading large mining teams, contractors, heavy earth-moving equipment, drilling / blasting, mine planning, and statutory compliance.

Key Responsibilities

1. Mine Operations:

- Overall responsibility for safe, efficient, and cost-effective limestone mining operations supporting the integrated cement plant.

- Ensure uninterrupted and consistent supply of limestone to the crusher / raw mill system as per plant quality and production requirements.

- Develop and execute annual and long-term mine production plans.

- Optimize drilling, blasting, excavation, loading, hauling, crushing, and material handling operations.

2. Mine Planning & Development:

- Prepare and implement short-, medium-, and long-term mine plans.

- Ensure effective development of benches, haul roads, drainage systems, dumps, and mine infrastructure.

- Coordinate mine plans with cement plant production and raw-mix requirements.

- Optimize limestone reserves and ensure sustainable utilization of mineral resources.

3. Statutory Compliance & Safety:

- Act as the responsible senior mining professional for compliance with applicable DGMS, Mines Act, MMR, MCDR, environmental and other statutory requirements.

- Ensure implementation of mine safety management systems and statutory inspections.

- Drive zero-accident culture, risk assessment, safety audits, and emergency preparedness.

- Maintain statutory records, returns, permissions, and compliance documentation.

4. Drilling & Blasting:

- Supervise blast design and execution to achieve desired fragmentation while controlling fly rock, vibration, air overpressure, and environmental impacts.

- Optimize explosive consumption and drilling parameters.

- Introduce controlled blasting and technology-driven practices wherever appropriate.

5. Cost & Productivity Management:

- Prepare and control the mining department's annual operating and capital budgets.

- Drive reduction in cost per tonne of limestone through equipment productivity, fuel optimization, effective manpower deployment, and contractor management.

- Monitor KPIs covering production, productivity, equipment availability, fuel consumption, specific energy, and mining cost.

6. Heavy Mining Equipment:

- Ensure optimum utilization and availability of HEMM such as excavators, dumpers, loaders, dozers, graders, drills, and auxiliary equipment.

- Coordinate with the maintenance team to improve equipment reliability and reduce downtime.

- Evaluate equipment replacement, fleet sizing, and mechanization requirements.

7. Quality & Cement Plant Coordination:

- Ensure limestone quality and quantity meet the integrated plant's raw-material specifications.

- Coordinate closely with Geology, Quality Control, Crusher, Raw Mill, Production, Maintenance, and Logistics functions.

- Manage grade control, blending, selective mining, and stockpile management.

8. Environment & Sustainability:

- Ensure compliance with environmental conditions and approved mining plans.

- Oversee reclamation, afforestation, land restoration, dust suppression, water management, and progressive mine closure activities.

- Promote sustainable mining practices and resource conservation.

9. Leadership & People Management:

- Lead and develop the mining team, including mining engineers, statutory personnel, supervisors, operators, and contractual manpower.

- Establish performance objectives and develop technical and leadership capabilities.

- Manage contractors and ensure compliance with safety, productivity, and contractual requirements.

Ideal Candidate Profile

A senior mining professional with 18-25+ years of experience, including substantial exposure to large mechanized limestone mines supporting integrated cement plants, with a B.E. / B.Tech. in Mining Engineering and First Class Mine Manager's Certificate of Competency. The candidate should have demonstrated capability to manage high-volume production, statutory compliance, safety, mine planning, cost optimization, and coordination with a large cement manufacturing operation.
