EY - Procurement & PPP Expert - Urban Infrastructure Advisory - Government & Public Sector Practice

Job Description

EY's Government & Public Sector (GPS) Advisory practice is seeking a Procurement & PPP Expert to support urban infrastructure, sanitation, and municipal governance programs. The role requires strong knowledge of public procurement frameworks, PPP models, and bid process management, along with consulting experience in infrastructure or public sector advisory.

Key Responsibilities

a) Structure and review PPP projects for urban infrastructure and service delivery.

b) Prepare/review procurement systems, RFPs, bid documents, and contracts.

c) Ensure compliance with World Bank, ADB, UN, and GFR procurement guidelines.

d) Build capacity of ULB/government staff on procurement and PPP processes.

Consulting Add-on: Deliver strategic insights, benchmarking reports, and policy notes for state and urban sector reforms.

Requirements

a) Graduate in Engineering/Planning and Master's in related discipline.

b) Certification in public procurement desirable.

c) Minimum 5 years of relevant experience in public procurement of works, goods, and services

d) Familiarity with international procurement systems (World Bank, UN, ADB) (as per RFP).

e) Preferred: Big 4/top-tier consulting experience in infrastructure, PPP, or transaction advisory.
