Role Overview:

The Health Procurement Expert will serve as a strategic advisor to our government clients in planning and managing procurement and contracting processes for health-sector projects, particularly those being developed through Public-Private Partnership models.

The role requires a strong understanding of public procurement policies and regulations in India, health-sector procurement, PPP transaction structures, and government contracting processes.

Key Responsibilities:

- Support the development and implementation of procurement strategies for health infrastructure, healthcare services, medical equipment, and other PPP projects.

- Advise on appropriate procurement methods, evaluation approaches, risk allocation, and contracting strategies.

- Support the structuring of PPP transactions, including assessment of procurement options, commercial arrangements, payment mechanisms, performance standards, and risk allocation.

- Prepare and review Requests for Proposal, bid documents, evaluation frameworks, concession agreements, service agreements, and other procurement and contracting documents.

- Advice clients on existing procurement policies, manuals, guidelines, and processes relevant to health-sector and PPP projects.

Required Skillset:

- Demonstrated expertise in procurement, specifically within the healthcare or public health sector.

- Strong proficiency in designing and executing RFP processes, with a deep understanding of legal and commercial terms.

- Exceptional communication and stakeholder management skills, with experience of working with government stakeholders.

- Bachelor's degree in Technology, Engineering, Medicine, Business Administration, Finance, Law, Public Policy, Supply Chain Management, or another relevant discipline. MBA or master's degree in Supply Chain Management, Finance, Public Policy, Healthcare Management, Infrastructure, Law, or a related field is preferred.

- Minimum three years of relevant professional experience in procurement, bid-process management, contract management, or transaction advisory.

- Strong analytical, drafting, communication, stakeholder-management, and report-writing skills
