
Position Summary:
- The Lead Trainer will provide high-level of academic knowledge and skills in capacity building efforts around assessment test development framework and cycle, with focus on strengthening foundational literacy and numeracy (FLN) at Grades 3 and 5.
- The role will lead the design and delivery of capacity-building initiatives for teachers, DIETs, and SCERT officials/ faculty, with a strong emphasis on assessment- led improvement.
- The position will contribute to development of training modules on school-based and large-scale assessments, pedagogy, and effective use of data.
- The role will support institutionalization of assessment and training practices aligned with state priorities and national education reforms.
- The lead trainer must work independently and must also be a strong team player, working with internal groups as well as outside experts in their field of specialty.
- Additionally, the role regularly provides guidance and training to less experienced trainers/assessment specialists.
Primary Responsibilities:
- Serve as the Lead Trainer for the state-level project, providing academic leadership for all capacity-building and assessment-related activities.
- Design and develop structured capacity- building modules and manuals for teachers and SCERT/DIET faculty, with a focus on strengthening foundational literacy and numeracy (FLN) at Grades 3 and 5.
- Plan and deliver training programs on assessment frameworks, methodologies, and the creation and effective use of assessment data (school- based and large- scale) to inform and improve classroom practice.
- Develop hands-on, practice-oriented training content, embedding a "learning- by- doing" approach across all training and facilitation activities.
- Provide continuous mentoring and on- site academic support, including coaching, follow- ups, and initiation of Professional Learning Communities (PLCs) to ensure sustained engagement and accountability on the part of teachers.
- Design and deliver customized training modules on data- driven decision- making, enabling teachers and academic functionaries to interpret and use learning evidence effectively.
- Establish mechanisms and Standard Operating Procedures (SOPs) for regular review, refinement, and institutionalization of training and assessment practices within the state system.
- Lead and mentor a team of trainers (up to 7), ensuring quality, consistency, and timely delivery of all contractual outputs.
- Support training of field personnel involved in the conduct of large- scale assessments, including orientation on assessment protocols and quality assurance processes.
- Ensure alignment of all content and delivery with relevant state strategies, SCERT priorities, and national education policies (including FLN and assessment reforms).
- Work in close collaboration with other domain experts such as monitoring and evaluation to suggest tracking and data management for training related tasks.

- Demonstrated ability to add value to multi- stakeholder teams by actively contributing, understanding diverse perspectives, and fostering collaboration across SCERT, DIETs, and field teams.
- Strong stakeholder- and learner- centric orientation, with the ability to build respectful, productive relationships and make decisions keeping classroom realities and system- level implications in mind.
- Proven capability to lead work in complex and ambiguous contexts, including development of new assessments, innovative measurement tools, and adaptive training solutions.
- Solid understanding of assessment and pedagogy trends, with the ability to translate emerging practices into practical, scalable training and capacity- building interventions.
- High levels of accountability, problem- solving, and execution discipline, with the ability to plan against complex timelines, mentor teams, adjust strategies as needed, and deliver high- quality outputs on schedule.
- Strong communication and facilitation skills (with command over English/Hindi, preferably Assamese); ability to work with SCERT, DIETs, and teachers.
Education & Experience:
Post-graduate degree in Education/ Language/ Mathematics.
General Experience and Skills:
- Minimum 7 years of teaching and /or training experience or relevant experience in assessment design/content creation/
- Experience in developing and delivering training modules/manuals on pedagogy, assessments, and data use for instructional improvement.
- Some classroom experience and familiarity with current subject-area (literacy and numeracy) standards (foundational grades) are desirable
