Role Summary:

The Manager Overseas Procurement is responsible for leading and managing international sourcing and procurement operations for electronic and electrical components across APAC regions.

This role focuses on strategic vendor development, cost optimization, compliance with international trade regulations, and timely availability of materials to support business operations.

The position requires strong leadership, commercial acumen, and cross-functional coordination to ensure efficient and compliant overseas procurement.

Key Responsibilities:

- Lead end-to-end overseas procurement operations for electronic and electrical components, primarily across APAC regions such as China, Taiwan, Singapore, and other international markets.

- Own and manage purchase requisitions from internal stakeholders, ensuring timely release of purchase orders post-management approval in line with defined SLAs.

- Develop and execute overseas sourcing strategies to improve cost efficiency, lead time reduction, supplier quality, and supply continuity.

- Identify, evaluate, onboard, and manage overseas suppliers, building long-term strategic partnerships with a focus on performance, reliability, and compliance.

- Drive commercial and contractual negotiations with international vendors, including pricing, payment terms, delivery schedules, incoterms, and contractual obligations.

- Review and evaluate technical and commercial proposals from multiple overseas suppliers to support informed procurement decisions.

- Ensure accurate maintenance of procurement records, contracts, and documentation within ERP systems, aligned with internal policies and international trade regulations.

- Oversee import and logistics processes, including incoterms, customs documentation, freight forwarding, and regulatory compliance.

- Collaborate closely with Quality Assurance and relevant departments to ensure sample approvals, quality validations, and supplier compliance prior to final procurement.

- Monitor supplier performance, proactively managing delivery timelines, rejections, rework, replacements, and escalation of issues as required.

- Work closely with finance and accounts teams on LC management, advance payments, foreign remittances, and reconciliation of debit/credit notes.

- Analyze global market trends, supplier dynamics, currency fluctuations, and regulatory changes to mitigate risk and optimize procurement outcomes.

- Provide regular procurement status updates, performance reports, and insights to senior management.

- Ensure clear, professional, and effective communication with overseas suppliers and internal stakeholders in English.

Key Skills & Competencies:

- Strong expertise in international procurement, overseas sourcing, and APAC market dynamics.

- In-depth knowledge of incoterms, import/export regulations, customs clearance, and global logistics processes.

- Proven negotiation, vendor management, and contract management capabilities.

- Ability to understand and evaluate technical specifications of electronic and electrical components.

- Strong leadership, stakeholder management, and cross-cultural communication skills.

- Proficiency in ERP systems and MS Office tools for procurement planning and reporting.

- Ability to manage multiple vendors, priorities, and deadlines in a fast-paced environment.

- Strong analytical, decision-making, and problem-solving skills.

Qualifications & Experience:

- Bachelors/Master's degree in Supply Chain Management, or a related field.

- 3- 5 years of hands-on experience in overseas or international procurement, preferably within APAC markets.

- Direct exposure to sourcing from China and other APAC countries is highly preferred.
